About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency commercial demolition at 2425 Bellevue, with quotes due September 15, 2026 at 4:00 p.m. EST and a question deadline of 2:00 p.m. EST the same day. This is an expedited RFQ with same-day opening (September 15, 8:06 a.m.) and no pre-proposal conference. Award will be based on pricing as the sole ranking method — lowest responsive and responsible bid.

The scope involves demolition of a two-story masonry commercial building damaged by severe weather, with collapsed exterior walls, failed parapets, missing roof framing, and suspended debris posing immediate public safety hazards to East Vernor Highway and adjacent pedestrian areas. Work must proceed regardless of frost law restrictions and includes pre-demolition site visits, six-foot chain link fencing with detailed technical specifications, hazardous materials verification, neighbor notification within 400 feet, dust control and wetting protocols, mechanical demolition via excavators, utility removal, above-grade and sub-surface component removal, backfill from City-approved Category 2 sources, grading, sidewalk replacement if damaged, and seeding. Operations are restricted to Monday–Friday, 7:30 a.m. to 5:30 p.m., adjusted for sunrise and sunset. The awarded contractor must assign a qualified Project Manager, ensure all personnel hold required accreditations and licenses, and complete all services within the timeframe specified in the Notice to Proceed. Upon BSEED Open Hole Approval, the Detroit Water and Sewerage Department will verify water service line materials and remove lead service lines within five business days; project timeline pauses during DWSD inspections.

Bidders must conduct mandatory site visits with date-stamped photographs submitted in a single PDF. All required certifications, compliance certificates, and Combined Certificates of Authority must be uploaded. Bidders must complete Income Tax and Account Receivables Clearance. Unit rates must be submitted for Demolition, Backfill/Grade/Site Finalization across multiple labor and material categories without ranges or blank fields; incomplete submissions are non-responsive. The City may question any submitted rate within 24 hours. Quotes remain binding for 120 calendar days and cannot be withdrawn. Contractors must provide 100% performance and payment bonds within five business days of award notice and submit certificates of insurance naming the City and Detroit Land Bank Authority as additional insureds. Contractors are not responsible for permit costs but are responsible for hydrant re-inspection fees ($1,920 for commercial structures if a hydrant fails). The contract executes as a Purchase Order upon award with Net 30 payment terms, freight at seller's account, FOB Delivered using lowest-cost carrier. Contact: Elisha Wright (buyer) or Cedric McCree (technical support) at (313) 670-7878.
