About this file
This is a Notes to Include in RFP document from the City of Detroit's Construction & Demolition Department (CDD) regarding an emergency commercial demolition project at 2425 Bellevue. The project involves the demolition of a two-story masonry commercial building that has sustained severe storm damage and poses immediate public safety risks. The structure requires emergency demolition due to collapsed exterior walls, failed parapets, missing roof framing members, and suspended debris that threatens pedestrians and traffic on East Vernor Highway and the adjacent sidewalk. The property is bounded by East Vernor Highway to the south, Bellevue Street to the east, Charlevoix Street to the north, and occupied unimproved lots to the west. Emergency timelines must be met regardless of whether Frost Laws are in effect.
The awarded contractor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Upon receipt of BSEED Open Hole Approval, the Detroit Water and Sewerage Department (DWSD) will be notified to verify water service line materials and remove any lead service lines if present, with a required completion timeframe of five business days. The demolition contractor is subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, and the project timeline will be paused during DWSD inspections and lead service line removal, with CDD documenting both the hold date and release date in Salesforce to ensure accurate contractor performance tracking and contractual timeline compliance.

Notes to Include in the RFP BSEED Inspector Description:
See attached signed letter with supporting documents and inspector's report below.
On storm damage status inspection, found 2 story masonry comm. bldg. Posted. Open to trespass at SE exterior walls, windows at truck wells, and NE overhead doors. Open to elements at 2nd floor windows and roof. SE exterior walls have collapsed outward, depositing debris which blocks sidewalks at E. Vernor and Bellevue, forcing pedestrian traffic into streets. Wall remnants leaning outward of sufficient height to impact ROW. Parapet failure due to roof collapse has left displaced masonry units overhead at varying degrees of collapse. Multiple capstones are dislodged and remaining parapets are cracked and out of plumb, indicating future risk of collapse. Facade has fallen off at NE elevation, leaving loose debris overhead. Roof and parapet failure at SW elevation has left overhead life safety risks at alley along west side. Multiple roof framing members missing. Loose roof and framing members suspended beyond roofline at south elevation, which directly abuts E. Vernor sidewalk. Corner parapet and facade at this location is out of plane with exterior walls, and at risk of imminent collapse onto E. Vernor sidewalk. Roof has collapsed into interior of structure, leaving exterior 2 story walls exposed to wind shear. Truck wells filled with stagnant water, posing environmental hazards. E. Vernor Hwy to the south. Bellevue St. to the east. Vacant lot and Charlevoix St. to the north. Occupied unimproved lots to the west.
Rec Emergency Demolition.
DFD Fire Occurrence Date: N/A *Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
