The project encompasses design of a new pump station and large-diameter culinary water transmission main intended to serve existing and future development areas while enhancing system redundancy and fire flow capacity. Key deadlines include a mandatory prebid meeting on April 7, 2026 at 2:00 PM at 2565 N Pony Express Parkway, Eagle Mountain, Utah 84005; written questions due by April 8, 2026; proposal submission deadline of April 17, 2026 at 12:00 PM noon through the State of Utah's Public Procurement Portal; anticipated contract award date of April 23, 2026; and final project deliverables due July 31, 2026, establishing a 90-day project completion timeline. Proposals must not exceed 15 single-sided pages in 11- or 12-point font and must include five organized sections: Letter of Transmittal, Executive Summary, Detailed Discussion, Cost Proposal, and Bid Form with Certificate of Insurance.
The RFP does not identify any specific set-aside designations or restrictions limiting the types of organizations eligible to respond, nor does it reference disadvantaged enterprise requirements. No incumbent vendors or current contractors are listed for this project. Consulting firms must submit a cost proposal structured as a not-to-exceed estimate with component pricing for logical service subsets and must carry specified insurance coverage including General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), Commercial Automobile ($1,000,000 combined single limit), Architect/Engineer Professional Liability ($1,000,000 per claim/$3,000,000 aggregate), Valuable Papers & Records Coverage, and Workers Compensation. All vendors must register and complete prequalification with Eagle Mountain City prior to proposal submission, with insurance verification required at bid submission and a Certificate of Insurance required at contract signing. The RFP documents do not specify an explicit budget range or award value; however, the contract cost will be determined through the competitive proposal evaluation process and structured according to an attached Cost Schedule. Eagle Mountain City reserves the right to reject any or all proposals, request clarifications, conduct oral presentations with top-scoring firms, and negotiate contract terms with the selected consultant.
