About this opportunity
The West Virginia Department of Administration, General Services Division, is requesting competitive sealed bids on elevator modernization across fifteen elevators at five state buildings (Buildings 1, 3, 6, and 13 on the Capitol Complex in Charleston, and Building 23 in Beckley) under CRFQ GSD2700000005, with bids due September 10, 2026, at 1:30 PM EST. Two mandatory pre-bid meetings are required: August 11 at 9:00 AM EST in Building 4, Charleston, and August 12 at 10:00 AM EST in Building 23, Beckley. Addendum No. 1 moved the bid opening from the originally stated August 27 to September 10.
Vendors must demonstrate a minimum of three completed projects involving multiple elevator modifications, including at least one project modernizing an elevator in a building on the National Historic Register. Vendors may deploy multiple elevator subcontractors with no more than one subcontractor per building. The work is subject to Davis-Bacon wage rates, local labor market hiring requirements of 75 percent, drug-free workplace policy, and preference for domestic steel, aluminum, and glass products.
Completion schedules are tiered: Buildings 3, 6, 13, and 23 require substantial completion within 780 calendar days and final completion within 810 calendar days from Notice to Proceed; Building 1 requires substantial completion within 390 calendar days and final completion within 420 calendar days or by December 31, 2027, whichever is earlier. Liquidated damages are $500 per calendar day for Buildings 3, 6, 13, and 23, and $1,000 per calendar day for Building 1, beyond final completion.
Contract pricing includes a base bid plus unit prices for plaster/parging removal, brick masonry repointing, stone repointing, brick masonry repair, and stone repair. Bidders must submit a five percent bid bond; upon award, performance and labor/material payment bonds each equal to 100 percent of contract value apply, plus a two-year maintenance bond for roofing work. Payment is in periodic progress installments with ten percent retainage. Technical questions are due August 27 at 12:00 PM EST. The contract is awarded to the lowest qualified responsible bidder. Vendors must acknowledge receipt of all addenda; failure to do so may result in bid disqualification.
