About this opportunity

The Washington State Department of Ecology is requesting bids for electrical maintenance services at its headquarters facility in Lacey under IFB 2618 ADM, with bids due July 20, 2026 and a mandatory pre-bid conference on June 18, 2026 at 9:00 a.m.

The contractor will provide preventative and corrective maintenance, upgrades, and new works for the 322,000-square-foot headquarters at 300 Desmond Drive SE, a three-story office building with basement, data center, and parking garage. The scope includes annual preventative maintenance on 151 switchboards and panel boards, 37 dry transformers, 2 liquid-filled transformers, 36 variable frequency drives, 3 motor control centers, 23 automatic lighting control systems, and 15 UPS units, plus quarterly inspections of distribution panels. The contractor must maintain a documented preventative maintenance schedule, respond to emergencies within two hours with full 24/7 availability, perform routine work Monday–Friday 8:00 a.m.–5:00 p.m., and use environmentally preferable products.

Bidders must hold Washington State business licensure, five years' experience as a licensed electrical contractor in Washington, three years in the electrical services industry, and at least two years of commercial automated control systems experience. Prevailing wage requirements apply. Bidders must submit three commercial or governmental references and register in Washington's Electronic Business Solution (WEBS) system.

Pricing covers five line items: annual preventative maintenance (fully burdened labor and materials), hourly rates for normal-hours and emergency repairs, truck charges per service call, and percentage markup on non-consumable materials. All pricing is all-inclusive except sales tax; no separate truck charges apply when multiple services occur on the same day.

The contract runs October 1, 2026 through September 30, 2027, with optional renewal for up to five additional one-year periods (six years maximum). Evaluation uses 100 points: 25 for management proposal, 30 for technical proposal, and 40 for bid price, plus 5-point preferences each for Workers' Rights Certification compliance and Small Business or Veteran-Owned Business status. Questions are due July 1, 2026. The Apparent Successful Bidder will be announced September 4, 2026, with optional bidder interviews September 1–3, 2026.
