About this opportunity
The Los Angeles County Metropolitan Transportation Authority (Metro) is soliciting a qualified 501(c)(3) non-profit Community-Based Organization (CBO) to serve as Co-Applicant for the State's Extreme Heat and Community Resilience Program (EHCRP) Round 2 Advanced Infrastructure grant for the El Monte Mobility Hub Climate Resilience Project, with proposals due September 8, 2026, and questions due August 27, 2026.
This is a partnership opportunity rather than a traditional procurement. The CBO will assist Metro in developing and submitting a state grant application due October 13, 2026, under Task 1 (six-month period from contract execution), with optional Task 2 (contingent on grant award, up to 48 months) covering post-award project implementation and community engagement. The EHCRP grant award ranges from $3 million to $4.5 million over 48 months, with at least 70 percent allocated to infrastructure construction, at least 6 percent to partner organizations for assigned workplan activities, and at least 2 percent to belonging design and implementation, plus $50,000 set aside for post-award requirements.
The El Monte project involves transforming the station into a climate refuge through approximately 30 native shade trees, 24,000 square feet of climate-adapted landscaping, shade structures providing 3,000 square feet of coverage, a "cool-down" zone with misters and seating, two hydration stations, accessible pathways, and micromobility parking with network upgrades.
Eligible CBOs must be 501(c)(3) non-profit organizations qualified to do business in California with a staffed operational office within 100 miles of El Monte. Metro's SBE/DVBE compliance manual applies to non-federally funded contracts; no specific SBE/DVBE participation goal was recommended for this project. Evaluation criteria (weighted: 30% organizational qualifications and community presence; 30% project understanding and proposed approach; 25% contribution to grant competitiveness; 15% cost proposal on comparative basis) emphasize demonstrated local presence, experience with comparable programming, grant management capacity, and cultural responsiveness. Proposers must submit electronically via email to bids@metro.net in unsearchable Adobe PDF across four volumes: Technical Proposal, Certification Forms, Cost Proposal, and DEOD Forms. Proposers must provide financial statements from the past two years, Form 990, IRS 501(c)(3) determination letter, and any audit findings from the past five years. If the application is not funded, the agreement concludes at the end of Task 1 with no further obligations from either party. All services must be completed no later than January 31, 2031. Award will be made on a Firm Fixed Price basis.
