About this file
This is an evaluation criteria document for the El Monte Mobility Hub Climate Resilience Project, a community-based organization (CBO) partnership opportunity administered by Metro. The project seeks a CBO partner to support the development of a climate resilience initiative focused on extreme heat preparedness and community engagement at the El Monte transit station. The scope of work includes Task 1, a six-month engagement and planning phase culminating in a grant application submission on October 13, 2026, and Task 2, the implementation phase contingent on grant funding approval. The CBO partner will serve as a Co-Applicant responsible for community outreach, programming design, and partnership coordination with Metro, with particular emphasis on reaching vulnerable populations including transit-dependent residents, low-income households, limited-English-proficient individuals, older adults, and outdoor workers.
The evaluation criteria are weighted across four primary categories: Organizational Qualifications, Community Presence, and Demonstrated Capacity (30%), which assess the applicant's established local presence, experience with comparable programming, and administrative capacity including 501(c)(3) status and grant management experience; Project Understanding and Proposed Approach (30%), which evaluate the creativity, cultural responsiveness, and feasibility of the proposed engagement strategy; Contribution to Grant Competitiveness (25%), which measures the applicant's ability to strengthen Metro's EHCRP application and meet state requirements and timelines; and Cost Proposal (15%), calculated on a comparative basis using the lowest proposed cost. Required supporting documentation includes financial statements from the last two years, Form 990, IRS 501(c)(3) determination letter, and audit findings from the past five years, with applicants expected to participate in state applicant interviews or site visits on short notice.

• Demonstrated experience delivering comparable community engagement, outreach, or programming work such as climate or heat resilience, public space activation, transit access, cultural or arts programming, or place-based design to indicate capability to conduct Task 2 activities - with clear evidence of results achieved, including participation levels reached, partnerships sustained, or community input that measurably shaped a project outcome. (10%)
• Organizational and administrative capacity to perform as a Co-Applicant under the EHCRP program guidelines, including 501(c)(3) status, a staffed operational office within 100 miles of the project site, staff availability and bench depth during the pre-award period, and a demonstrated track record managing public or philanthropic grant funds, including invoicing, narrative and financial reporting, and audit compliance.
