About this opportunity
The West Virginia Educational Broadcasting Authority is requesting quotations for elevator maintenance services under ARFQ 0439 (EBAr77382), with proposals due July 21, 2026, at 3:30 p.m. This is an open-end master agreement with a maximum total payment cap of $500,000 across all contract periods, including renewals and delivery orders.
The scope covers preventive and corrective maintenance on two elevators — one passenger elevator (Dover Elevator Systems) and one freight elevator (Warner Elevator Manufacturing) — at 124 Industrial Park Road, Beaver, West Virginia. Preventive maintenance includes quarterly inspections, semi-annual service, and annual safety testing, all scheduled during standard business hours (8 a.m. to 5 p.m., Monday through Friday). Corrective maintenance requires a four-hour response time during business hours and two-hour response for emergencies; emergency entrapment response must reach the site within one hour. System restarts following power events are also included. Preventive maintenance labor and parts are included in the quarterly fee; corrective maintenance labor is billed hourly (with separate rates for regular time, overtime, and emergency call-out) and parts are billed at cost plus a vendor-supplied markup.
Vendors must hold current West Virginia electrician and contractor's licenses, National Elevator Industry Educational Program (NEIEP) certification, and factory authorization from Dover Elevator Systems and Warner Elevator Manufacturing. The vendor must maintain 24-hour emergency telephone service, provide a 12-month labor warranty, control all access cards and keys, assume travel costs, and manage parts disposal in compliance with EPA standards. The successful vendor must register with the West Virginia Purchasing Division prior to award.
Bidding is based on total annual cost using Exhibit C Pricing Page, with labor rates, quarterly preventive maintenance unit costs, parts markup, and subcontractor markup submitted as specified. Questions should be directed to Purchasing Administrator Cecil Dale Malcomb at (304) 254-7858 or dmalcomb@wvpublic.org.
