The solicitation sought systems capable of containing approximately 2,750 gallons of fuel (110% of Heavy Expanded Mobility Tactical Truck capacity) and supporting vehicles weighing up to 75,000 pounds, measuring approximately 40 feet by 12 feet by 10+ inches deep. Each system must include at least two ramps for drive-on access, grating with proper drainage capability, drainage ports, and filtration systems. Systems must comply with EPA Spill Prevention, Control, and Countermeasure regulations under 40 CFR Part 112 and applicable state environmental standards. Delivery was required on or before November 18, 2026, to a designated UTARNG facility in Utah.
Vendors were required to submit cost proposals for both one and two containment systems, including all shipping and handling charges, with pricing guaranteed until delivery. The procurement was structured as a single award to the lowest cost responsive and responsible bidder. Total quantity of units purchased depends on appropriation of funds and submitted costs.
GMS Industrial Supply, Inc. was awarded the contract as the lowest responsive and responsible bidder at $69,237.23 per unit, compared to Containment Corp's bid of $76,200.00 per unit. The contract is subject to appropriation of funds and contingent upon execution of a purchase order or signed contract. Vendors must certify compliance with Utah Code Annotated 63G-27 anti-boycott provisions, confirm they are not providing forced labor products, and comply with technology requirements including FedRAMP or GovRAMP certification for products processing state data. The contractor must maintain comprehensive insurance coverage, including commercial general liability of not less than one million dollars per occurrence and three million dollars aggregate.
