About this file

This is an award memo from the State of Utah Division of Purchasing and General Services regarding the intent to award a contract to provide Drive-On Containment Systems to the Utah Army National Guard (UTARNG). The procurement (RR27-101) was conducted as an Invitation for Bid (IFB) to support UTARNG's mission readiness, environmental protection, and compliance with state and federal regulations. The solicitation anticipated a single contract award to the lowest cost responsive and responsible vendor, with the total number of units to be purchased contingent upon appropriation of funds and submitted vendor costs. Vendors were required to guarantee their pricing until delivery of the products.

The award notification states that responses were evaluated according to criteria specified in the solicitation documentation, and the intended awardee information is contained in accompanying award documentation and available on the public purchasing website. Awarded vendors are prohibited from beginning work, purchasing materials, or entering into subcontracts until both the recipient and the Division of Purchasing and General Services execute a contract or purchase order. The receipt of the award notification does not constitute a binding contract; only an executed purchase order or signed contract creates a contractual obligation. Vendors have seven days from the issuance of this notice to submit any written protests, which must clearly identify the solicitation and detail the nature of the protest.
