About this file
This Scope of Work document outlines the Utah Army National Guard's (UTARNG) procurement requirements for Drive-On Containment (DOC) systems to support mission readiness and environmental protection. The UTARNG seeks to purchase new DOC systems capable of containing approximately 2,750 gallons of fuel (110% of Heavy Expanded Mobility Tactical Truck capacity), supporting vehicles weighing up to 75,000 pounds, and measuring approximately 40 feet by 12 feet by 10+ inches deep. Each system must include at least two ramps for drive-on access, grating that supports vehicle weight with proper drainage capability, drainage ports, and filtration systems. The systems must comply with EPA Spill Prevention, Control, and Countermeasure (SPCC) regulations under 40 CFR Part 112 and applicable state environmental standards. Delivery is required on or before November 18, 2026, to a designated UTARNG facility in Utah, with installation to be coordinated following contract award. Bidders should estimate freight charges using zip codes 84526 and 84084 for pricing purposes.
The procurement is subject to appropriation of available end-of-year funding, with the final quantity of units dependent on vendor pricing within the maximum available budget. Vendors must submit cost proposals for both one and two DOC systems, including all shipping and handling charges. The contract will be awarded to the lowest responsive and responsible bidder, with vendors required to guarantee pricing until delivery. Detailed invoicing requirements include contractor identification, contract authorization, itemized descriptions with unit and extended pricing, bills of lading information, shipping fees, task order references, and period of performance documentation. Any deviations from the project scope or services exceeding the Purchase Order budget must be approved by the UTARNG Environmental Resources Management before authorization of additional payments, with change orders processed through the Utah Division of Purchasing and General Services as necessary.

Scope of Work
Utah Army National Guard – Environmental Resources Management
Drive On Containment Procurement Scope of Work
1. Introduction Pending available end of year funding, the UTARNG wishes to purchase Drive-On Containment (DOC) systems to support its mission readiness, protect the environment, and maintain compliance with state and federal regulations. The use of petroleum, oils, and lubricants (POL) is vital to sustain UTARNG operations, but it also presents environmental risks if not properly contained. DOC systems provide the capability to prevent fuel and oil spills from contaminating soil and groundwater resources. Procuring these systems ensures UTARNG maintains compliance with the Spill Prevention, Control, and Countermeasure (SPCC) regulations while continuing to support training and operational requirements. This solicitation is subject to the appropriation of funds. The total number of units purchased will depend on appropriated funds and the submitted cost(s) from the vendor.
2. Background UTARNG operations rely on tactical vehicles, such as the Heavy Expanded Mobility Tactical Truck (HEMTT), which carries up to 2,500+ gallons of fuel. These vehicles present environmental risk if spills or leaks occur during fueling, storage, or maintenance.
DOCs provide a platform that allows vehicles to drive “onto” the system or “into” a containment pit, reducing operational inefficiencies and equipment strain. The system collects and contains petroleum products, preventing ground contamination, and ensuring compliance with the Environmental Protection Agency’s (EPA) SPCC regulations.
3. Performance Requirements The contractor shall provide Drive-On Containment Systems with the following minimum specifications:
• Capacity: Contain approximately 2,750 gallons (110% of HEMTT fuel load)
• Weight Support: Capable of supporting vehicles weighing 75,000 pounds
• Dimensions: Approximately 40 ft. x 12 ft. x 10+ inches deep.
• Design Features:
o At least two (2) ramps for drive-on access o Grating required that supports the weight of the HEMTTs and allow for proper drainage o Drainage ports and a filtration system to manage spills o Spill design ensuring petroleum drains into containment, preventing vehicle contact o Preferrable filtration system openable by valve, not plug
Attachment B
Solicitation - RR27-101
The contractor shall ensure that all systems provided are new, meet the above requirements, and are compliant with federal and state environmental standards.
4. Compliance The contractor shall provide systems that ensure compliance with:
• SPCC Rule (40 CFR Part 112), requiring 110% secondary containment for POL storage and transfer operations.
• Applicable state environmental regulations.
5. Deliverables The contractor shall provide
• A Drive On Containment System
• Complete systems with ramps, grating, drainage ports, and filtration systems
• Delivery to designated UTARNG location(s)
• Documentation for setup, operation, and maintenance
6. Period of Performance
• Delivery: On or before November 18, 2026.
• Installation: To be coordinated with vendor following award
7. Place of Performance The DOC systems shall be delivered to a designated UTARNG facility in Utah. To prepare the quote, use zip codes 84526 and 84084 to estimate freight charges. Exact delivery location will be provided at the time of award.
8. Budget The maximum available budget for this procurement is pending available end of year funding, and it is requested that total costs for one and two DOCs will be provided, including shipping and handling.
Final procurement quantities will depend on vendor pricing within this budget cap.
Any deviations to the project scope that the Contractor or UTARNG determine necessary, due to field conditions or other circumstances that were not reasonably anticipated, will be discussed between the UTARNG Project Manager and the Contractor. Change orders or amendments to the Purchase Order with the State of Utah will be completed, if necessary, with the Utah Division of Purchasing and General Services. Any unplanned services that will exceed the proposed tasks or the Purchase Order’s budget limit must be approved by UTARNG-ERM before additional payment(s) can be authorized.
Invoices will comply with all parts that apply:
1. Name and mailing address of the Contractor.
2. Invoice date and invoice number (Contractors should date invoices as close as possible to date of mailing or transmission).
3. Contract number or other authorization for supplies delivered or services performed.
4. Description, quantity, unit of measure, unit price, and extended price of supplies delivered or services performed.
5. Bills of lading number and weight of shipment will be shown for transport of materials. If applicable, show shipping or other fees related to transporting materials.
6. Invoice total cost, amount billed to date, percentage completed for each task, and contract grand total budget.
7. Name and address of the contractor official to whom payment is to be sent (must be the same as listed in contract or in a proper notice of assignment).
8. Name (where practicable), title, phone number, and/or email address of person to notify in the event of a defective invoice.
9. Name, professional billing level and hours worked by contract personnel for each task
10. Taxpayer Identification Number (TIN). The contractor must include its TIN on the invoice only if required by agency procedures.
11. Electronic funds transfer banking information.
12. Period of Performance: Clearly state the time-period during which the billed services or deliveries occurred (e.g., “Services rendered from 1 Jan 2025 to 31 Jan 2025”).
13. Task Order or Subtask Reference: As the contract involves multiple task orders, please reference the applicable task or deliverable associated with the charges to support project tracking.
