About this opportunity
The City and County of San Francisco Department of Public Health is requesting proposals for regulatory and policy consulting services to support its Behavioral Health Services division, with proposals due September 22, 2026 at 2:00 PM PT and a pre-proposal conference on August 24, 2026 at 10:00 AM PT via Microsoft Teams.
The scope encompasses regulatory consulting, policy analysis, program development, project management, data analysis, training, and interagency coordination to enable BHS to implement behavioral health policies and strengthen system operations. Proposers must provide experienced professional staff capable of executing the tasks outlined in the RFP scope of work.
San Francisco labor compliance is mandatory: contractors meeting the threshold of $25,000 or more in cumulative annual City business (or $50,000 for non-profits) with more than 5 employees must comply with the Minimum Compensation Ordinance (MCO). Those with $25,000 or more in cumulative annual City business (or $50,000 for non-profits) with more than 20 employees (or 50 for non-profits) must comply with the Health Care Accountability Ordinance (HCAO). Non-profit organizations receiving $1,000,000 or more annually in City funds must complete Administrative Code Chapter 12L compliance attestations. First Source hiring requirements apply. Local Business Enterprise (LBE) participation is evaluated with rating bonuses available for LBE inclusion; the CMD LBE Form 2A establishes participation levels ranging from 2 percent to 10 percent for standard LBE categories, with additional bonuses up to 1.5 percent through the Neighborhood/Zip Code LBE Program for contracts between $20,000 and $10,000,000.
The cost proposal requires an all-inclusive hourly rate for consultant staff covering salaries, administrative fees, travel, and all personnel-related expenses. The City provides an estimated hourly rate of $1,050.00 for evaluation purposes only, which does not represent a minimum amount of work or determine final contract value.
Questions are due August 31, 2026 at 5:00 PM PT, with a Q&A addendum estimated for posting September 8, 2026. The estimated award announcement is October 30, 2026, with an estimated contract start date of July 1, 2027. All proposers must submit a Non-Collusion Affidavit, Reference Form with three professional references, and acknowledge receipt of all addenda.
