About this opportunity

The Illinois Department of Natural Resources is soliciting bids for replacement of roofing systems on five structures at Rock Cut State Park in Winnebago County under IFB 27-422DNR-REALT-B-53731, with bids due September 17, 2026. A 2% Business Enterprise Program (BEP) utilization goal applies under 30 ILCS 575; bidders must submit a completed BEP Utilization Plan demonstrating either direct BEP-certified performance, use of BEP-certified subcontractors, or documented good faith efforts and a waiver request. Failure to submit a completed plan renders the bid non-responsive.

The scope encompasses complete removal and replacement of asphalt shingle roofing systems on three picnic shelters (Bay View, Red Oak, and Puri Crest; 590 SF, 590 SF, and 1,870 SF respectively), a campground permit station (590 SF), and a site residence at 6345 Hart Road (2,800 SF). Work includes roof deck repairs, synthetic underlayment, ice and water shield, flashing, ridge vents, and architectural-style composite shingles. Additional scope at the residence includes attic insulation upgrade to R-38 and replacement of deteriorated decking. The vendor must be certified as a roofing contractor under the Illinois Roofing Licensing Act and comply with prevailing wage and Illinois Prevailing Wage Act monthly payroll certification requirements. At least 90 percent of labor must be Illinois-based during periods of excessive unemployment. Subcontractors are permitted but must maintain offices within a 50-mile radius of the work location, with the prime contractor performing a minimum of 51 percent of the work.

The contract term extends from the date of last signature through June 15, 2027, with all work completion required by that date and no extensions allowed. General commercial liability insurance of $1 million per occurrence with $2 million annual aggregate and worker's compensation insurance are required. A construction bond is required under the Public Construction Bond Act. Steel products must be manufactured or produced in the United States unless waived by IDNR. The State will award to the lowest priced responsive and responsible bidder. Bids must remain firm for 90 days from opening. Questions are due seven days prior to bid opening.
