About this opportunity

The Illinois Department of Human Services is requesting quotes for site preparation, topsoil placement, and sod installation at the Alton Mental Health Center's Willow Building (4500 College Ave., Alton, IL 62002) under solicitation 27-444DHS-MENTH-B-53468, with quotes due August 13, 2026, and a mandatory pre-bid site visit required.

The scope covers approximately 15,100 square feet and includes removal of debris and unsuitable materials, installation of commercial-grade geotextile separation fabric, placement of a minimum four inches of screened premium topsoil, final grading to ensure positive drainage, soil amendments and starter fertilizer application, and installation of premium-quality sod suitable for Southern Illinois conditions (Kentucky Bluegrass Blend or Turf-Type Tall Fescue Blend). Work is performed under prevailing wage requirements and will be limited to the area inside the facility fence with the site secured during execution and no patients present. Contractors must provide their own water supply for watering and use topsoil type specified in the scope. The facility will provide an onsite disposal location for excavated dirt. Portions of the fence may be temporarily removed to facilitate access provided they are properly reinstalled upon completion. Concrete pads must be removed as part of the project work.

Payment is a lump sum for complete performance including all labor, materials, equipment, grading, geotextile fabric, topsoil, fertilizer, sod, cleanup, and incidentals. The contractor must maintain the sod for a minimum 14-day establishment period following installation and provide a one-year warranty covering sod survival, workmanship, grading defects, and settlement caused by improper installation, with replacement of dead or failing sod at no additional cost.

Bid submissions must include total project cost, estimated start and completion dates, proposed geotextile fabric and sod type descriptions, topsoil source, and warranty period. Contractors must measure the project area during the pre-bid site visit, inspect existing conditions, verify equipment access, evaluate drainage, and determine material quantities. Vendors must certify compliance with 34 Illinois certification areas including prevailing wage, anti-competitive practices, tax remittance, equal employment opportunity, cybersecurity, and domestic-products procurement requirements. Commercial general liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation insurance as required by law are required.
