The Alameda-Contra Costa Transit District is requesting firm fixed-price bids for Districtwide Security Enhancements across three facilities under IFB 2027-1711, with bids due September 17, 2026 at 2:00 p.m. Pacific Standard Time, and a 15% Small Business Enterprise (SBE) goal applies. The prime contractor must self-perform a minimum of 20% of the total contract value.

Work spans three locations—Central Maintenance Facility (CMF) and Division 4 (D4) in Oakland, and Division 2 (D2) in Emeryville—and encompasses badge access control system upgrades, removal and installation of security camera systems (Axis models P3267-LVE, P3737-PLE, P4705-PLVE, and P1467-LE), door replacement and hardware installation, rekeying to the Primus Master Key system, and associated electrical and communications infrastructure including conduit, Cat6 cabling, fiber optic cables, and structured cabling. All doors, frames, hardware, and systems must comply with ANSI, ASTM, NEMA, NFPA, UL standards and 2022 California Building Code. Fire-rated doors must meet NFPA compliance. Hardware warranties range from two to ten years depending on component type. The contractor must submit three sets of shop drawings for approval, coordinate with AC Transit's IT Department on equipment compatibility, and provide training to AC Transit facilities mechanics on operations and maintenance. Conduit and cabling runs approaching 300 linear feet require District approval of proposed remedies such as Ethernet repeaters before proceeding.

The contract term is 540 calendar days total across three phases (180 days each) commencing from the Notice-to-Proceed, with liquidated damages assessed at $500 per calendar day for milestone failures. Work is limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, unless approved in advance. The bid includes two allowance items: Permits ($15,000) and Unforeseen Conditions ($300,000), plus an optional Additive Alternate for D4 priced separately. This is a public works project subject to prevailing wage requirements and California Department of Industrial Relations contractor registration. A 5% bid security and performance and payment bonds equal to 100% of contract price are required. Optional pre-bid meetings and site visits are scheduled for August 13, 2026 (CMF and D4) and August 18, 2026 (D2). Questions are due August 25, 2026. Notice of Intent to Award is anticipated September 23, 2026, with Notice to Proceed on November 12, 2026. Bidders must register with SAM and AC Transit's Supplier Portal prior to submission.
