This is a Division 01 General Requirements specification document and Invitation for Bids (IFB #2027-1711) issued by the Alameda-Contra Costa Transit District for Districtwide Security Enhancements across three facilities: Central Maintenance Facility (CMF) in Oakland, Division 2 (D2) in Emeryville, and Division 4 (D4) in Oakland. The project encompasses upgrading badge access control systems, removing and installing new security camera systems (Axis models P3267-LVE, P3737-PLE, P4705-PLVE, and P1467-LE), replacing designated doors and hardware, rekeying facilities to the Primus Master Key system, and installing associated electrical and communications infrastructure including conduit, Cat6 cabling, fiber optic cables, and structured cabling systems. The work will be executed in three phases of 180 calendar days each, with a total contract duration of 540 calendar days commencing from the Notice-to-Proceed. Optional pre-bid meetings and site visits are scheduled for August 13, 2026 (CMF and D4) and August 18, 2026 (D2), with questions due by August 25, 2026. Bids are due September 17, 2026 at 2:00 p.m. Pacific Standard Time, with Notice of Intent to Award anticipated September 23, 2026, and Notice to Proceed on November 12, 2026.
The bid structure requires firm fixed-price pricing with allowance items of $15,000 for Permits and $300,000 for Unforeseen Conditions, plus an optional Additive Alternate for D4 priced separately. A minimum 20% self-performance requirement applies to the prime contractor, and a 15% Small Business Enterprise (SBE) goal is established. Bid security of 5% and performance and payment bonds equal to 100% of contract price are required. Liquidated damages are assessed at $500 per calendar day for failure to meet phase milestones. Work is restricted to 7:00 a.m. to 5:00 p.m., Monday through Friday, unless approved in advance. All work must comply with 2022 California Building Code, ANSI, ASTM, NEMA, NFPA, and UL standards, with fire-rated doors meeting NFPA compliance. Hardware warranties range from two to ten years depending on component type. The contractor must submit three sets of shop drawings for approval, coordinate with AC Transit's IT Department on equipment compatibility, provide training to AC Transit facilities mechanics, and obtain District approval for proposed remedies such as Ethernet repeaters for conduit and cabling runs approaching 300 linear feet. This is a public works project subject to prevailing wage requirements and California Department of Industrial Relations contractor registration. Bidders must register with SAM and AC Transit's Supplier Portal prior to submission.
