About this file

This is Addendum No. 1 to an Invitation for Bid (IFB) issued by the Alameda-Contra Costa Transit District for Districtwide Security Enhancements (IFB 2027-1711). The addendum, dated July 17, 2026, clarifies and modifies the original solicitation document. The original bid submission deadline is September 16, 2026, at 2:00 p.m. Pacific Time. Optional pre-bid meetings and site visits were scheduled for August 13, 2026 (Central Maintenance Facility and Division 4 in Oakland) and August 18, 2026 (Division 2 in Emeryville), with questions due by August 25, 2026. The project encompasses badge access control system upgrades, security camera installation and removal across three facilities, door replacement and hardware installation, rekeying to the Primus Master Key system, and associated electrical and communications infrastructure at Central Maintenance Facility, Division 4, and Division 2 locations. The contract term is 540 calendar days across three 180-day phases commencing from the Notice-to-Proceed, anticipated for November 12, 2026, with a Notice of Intent to Award expected September 23, 2026.

The addendum primarily addresses a clarification regarding updated Division 2 Security Plans, noting that Page 11 was missing from the original plans and is now provided. Bidders are required to acknowledge receipt of this addendum and return one properly executed copy with their proposal submission; failure to do so may result in proposal rejection or non-responsiveness designation. All other terms and conditions of the original IFB remain in effect except as specifically modified by this addendum. Prospective bidders must direct inquiries to Dora English, Contracts Specialist, at denglish@actransit.org.
