About this opportunity
Miami-Dade County, through the Strategic Procurement Department on behalf of the Miami-Dade Aviation Department (MDAD), is requesting proposals for design, financing, build, operation, and maintenance of a neutral host Distributed Antenna System (DAS) at Miami International Airport, with proposals due November 9, 2026 at 2:00 PM EST and a pre-proposal conference on October 13, 2026 at 10:00 AM at the airport (Microsoft Teams virtual attendance available). A 10% preference applies to Miami-Dade County Certified Small Business Enterprises and a 5% preference to Miami-Dade County Local Certified Veteran Business Enterprises.
The scope requires design and installation of a fiber-based DAS providing converged coverage for AT&T, FirstNet, T-Mobile, and Verizon on day one of go-live, with optional Citizens Broadband Radio Service (CBRS) integration. The proposer must complete implementation within 18 months, maintain seamless operation of the existing T-Mobile DAS during a 90-day transition period with zero service interruption, and provide RF design using industry-standard tools, installation design via AutoCAD, and fiber installation with 25-year Corning warranties. All equipment must comply with 3GPP, CTIA, FCC, NFPA, and IFC standards and operate across temperatures from -20°C to 50°C and humidity up to 95% non-condensing. Proposers must demonstrate ten years of verifiable experience financing, designing, building, managing, and maintaining fiber-based DAS networks; five years managing similar-scope projects at major public venues; and expertise in 3G, 4G LTE, 5G, and CBRS technologies. Key personnel, including a dedicated project manager and RF engineers with manufacturer certifications, must be identified with full subcontractor information.
The contract term is 120 months with one optional 60-month renewal period. MDAD prefers an annual license fee of at least $1.5 million, subject to annual Consumer Price Index escalation (minimum 3% annually), plus a one-time privilege fee. The proposer must maintain a $250,000 security deposit and provide $1,000,000 commercial general liability and $5,000,000 automobile liability insurance. All improvements become MDAD property upon termination. Proposals are evaluated on a maximum of 1,000 points per committee member: 800 technical points (proposer experience, key personnel, financial capacity, service approach) and 200 revenue points (150 for annual license fee, 50 for privilege fee). Mandatory oral presentations apply if annual contract value exceeds $25,000,000 or if scoring gaps exceed 10% between top two proposers. Access to sensitive materials requires completion of DHS Form 11000-6 Non-Disclosure Agreement and compliance with 49 CFR Part 1520 (Sensitive Security Information) and the Critical Infrastructure Information Act of 2002.
