This is a Request for Proposals (RFP) issued by Miami-Dade County, through the Strategic Procurement Department on behalf of the Miami-Dade Aviation Department, for the design, financing, build, operation, and maintenance of a neutral host Distributed Antenna System (DAS) at Miami International Airport. The project seeks a qualified firm to establish a converged network DAS that will provide enhanced cellular coverage and support all major wireless carriers (AT&T, T-Mobile, Verizon, and FirstNet) as well as optional Citizens Broadband Radio Service (CBRS) private wireless network applications. The Pre-Proposal Conference is scheduled for October 13, 2026, at 10:00 AM EST at Miami International Airport in the South Auditorium, Concourse H, 4th Floor, with virtual attendance available via Microsoft Teams. Proposals are due November 9, 2026, at 2:00 PM EST through the secure INFORMS submission system, with all documentation and forms submitted electronically. The anticipated contract term is 120 months with one optional 60-month renewal period at the discretion of Miami-Dade Aviation Department. The successful proposer will assume operations of the existing T-Mobile-operated DAS network upon the Commencement Date following a 90-day Transition Period during which the new DAS network is deployed with zero service interruption to existing customers.

The County has established a minimum annual License Fee preference of $1,500,000, subject to annual Consumer Price Index increases, along with a one-time Privilege Fee for operating the DAS at Miami International Airport. Proposals will be evaluated on a maximum of 1,000 points per Competitive Selection Committee member, with 800 technical points allocated for proposer experience, key personnel qualifications, financial capacity, and service approach, and 200 revenue points allocated for the proposed Annual License Fee (150 points) and Privilege Fee (50 points). Selection factors include a 10 percent preference for Miami-Dade County Certified Small Business Enterprises and a 5 percent preference for Miami-Dade County Local Certified Veteran Business Enterprises. The evaluation process includes mandatory oral presentations if the contract fiscal impact exceeds $25,000,000 annually or if scoring differentials exceed 10 percent between the two highest-ranked proposers. The current operator is T-Mobile, which operates the existing DAS network; however, Miami-Dade Aviation Department retains ownership of all existing equipment and reserves the right to require the successful proposer to also operate and maintain the existing CBRS network and other radio frequency systems as part of the Scope of Services.

2.0 SCOPE OF SERVICES

2.1 Background

Miami International Airport (MIA), located on 3,230 acres of land near downtown Miami, Florida, is operated by the Miami-Dade Aviation Department (MDAD) and is the property of Miami-Dade County (County). Founded in 1928, MIA offers more flights to Latin America and the Caribbean than any other U.S. airport. MIA is America’s second-busiest airport for international passengers, boasts a lineup of over one hundred (100) air carriers, and is the top U.S. airport for international freight.

MDAD's Existing DAS operator is T-Mobile. T-Mobile supports cellular services from all significant Wireless Services Operators (WSPs), including but not limited to AT&T, T-Mobile, and Verizon, as well as non-cellular Services for MDAD. However, T-Mobile's current technology could be more optimal for supporting DAS today's or future technologies. MDAD will retain ownership of all existing equipment and make specific components available to the Successful Proposer, which will be able to incorporate into the New DAS network at their discretion.

Furthermore, MDAD currently provides the Citizens Broadband Radio Service (CBRS) network, which extends to some areas of MIA. MDAD reserves the right to include the operations and maintenance of the CBRS network and other radio frequency (RF) systems to the successful Proposer as part of the Scope of Services and License Agreement.

2.2 Project Objectives

The County has established the following Project objectives in connection with the neutral host DAS solution:

1. A new and fully functional turnkey managed neutral host DAS network.

2. An experienced, responsive, and responsible Proposer/Operator with total capacity to manage all ongoing operations, guaranteeing a seamless transition between existing DAS and current Operator to the new DAS and provide purposeful and sustained Project maintenance for the entirety of the resultant Agreement’s term.

3. The Successful Proposer/Operator shall be able to provide outstanding cellular service availability to all various Carriers to support the air traveling public, airline carrier tenants, other tenants, as well as MIA operations.

4. A cellular service improvement over the existing DAS network to all traveling and various Airport customers, regardless of their service carrier.

2.3 Service Requirements

The Detailed Scope of Work and Technical Specifications for the Project are attached hereto as Appendix A, as well as incorporated within the Scope of Services herein and the resultant operating and use agreement thereof. The Successful Proposer shall be bound to the effective delivery of the Scope of Services and Technical Specifications by:

a. Providing a turnkey project including but not limited to all necessary equipment, materials, supplies, and labor to finance, design, build, procure, implement, manage, and effectively operate and maintain the campus' vast carrier-grade neutral host New DAS for the provision of enhanced commercial wireless Cellular coverage at MIA in defined areas of the Airport.

b. Work closely during the Transition Period to ensure a seamless handoff with no interruption of services of the existing network and customers. The Operator will not be entitled to any revenue generated from the Existing DAS network during this period, as that will remain the sole right of the Current Operator.

c. Assuming operations of the Existing DAS network upon the Commencement Date. The License Agreement with the Current Operator will terminate upon the Commencement Date. The Operator/ Successful Proposer shall be solely responsible for revenue generation upon the Commencement Date.

d. Design, install, and commission the New DAS network in accordance with Appendix A - Scope of Services and Technical Specifications – for the Project. Proposers shall reference Appendix B – MIA DAS Fiber Distribution when developing, designing, routing, capacity planning, and integration of any existing fiber infrastructure.

e. Once the New DAS is implemented, any existing legacy in-building systems, repeaters, bi-directional amplifiers, small cells or standalone WSP systems for providing Service within the New DAS Coverage Areas as defined in Appendix A will be decommissioned upon the neutral host New DAS solution going live. Legacy macro cell sites for providing Wireless Services solely outside of New DAS coverage area shall continue to operate upon the New DAS going live, provided that they do not bleed into DAS Coverage Areas. Any entity operating legacy macro cell sites must engage in an agreement with the Operator to deliver services in DAS Coverage Areas via the New DAS.

f. Enhance Wireless Services coverage and quality for all WSPs in existing terminals (public and non-public access areas), concourses, various MIA operation facilities and exterior areas as required in the Appendix A – Detailed Scope of Services and Technical Specifications.

g. Limit harmful interference signals as well as ensure interference is not created between the Existing DAS or New DAS networks and existing WSP macro networks in and around the Airport, and FAA or tenant operational radio systems.

h. Work closely during the Transition Period to ensure a seamless handoff with no interruption of services of the existing network and customers. The Licensee will not be entitled to any revenue generated from the Existing DAS network during this period, as that will remain the sole right of the Current Licensee (T-Mobile).

Any Proposer, whether a Joint Venture or otherwise, may proffer the experience or qualifications of its corporate parent, sister, or subsidiary (collectively “an Affiliated Company”). However, given the unique nature of individual corporate relationships, Proposers seeking to rely on the experience or qualifications of an affiliated company are advised that the Competitive Selection Committee shall have the discretion to determine what weight, if any, it wishes to give such proffered experience or qualification on a case-by-case basis. Competitive Selection Committee may base such decision on the particulars of the relationship between the Proposer and the Affiliated Company, as evidenced by the information and documentation provided in the Proposer Information Section, during Oral Presentations, or otherwise presented at the request of the Competitive Selection Committee.

Additionally, pursuant to County Resolution No. R-321-23, the Competitive Selection Committee shall be provided with adverse findings or substantiated allegations within the past seven (7) years of the proposal submittal date (collectively “Reports”) of the Miami-Dade Office of the Inspector General (“OIG”) and/or the Miami-Dade County Commission on Ethics and Public Trust (“COE”) regarding any Proposer and their proposed subcontractor(s) under deliberation by the Competitive Selection Committee to be considered in accordance with the evaluation of each applicable criteria identified in the Solicitation. In the event the OIG and/or COE issues Reports after the Competitive Selection Committee has scored and ranked the Proposers, the County Mayor or County Mayor’s designee may re-empanel the Competitive Selection Committee to consider if such Reports would change the rankings. If the Competitive Selection Committee determines that Reports would change the rankings of the Proposer(s) identified in the Reports, then the Competitive Selection Committee shall re-score the Proposer(s) identified in the Report solely based on the impact the information identified in the Report would have on the scoring of the Proposer(s) in accordance with the applicable criteria identified in the Solicitation, re-rank the Proposers, and submit a written justification for the revised rankings to the County Mayor or County Mayor’s designee. Upon review of such re-ranking and the justification, the County Mayor or County Mayor’s designee may accept or reject the revised rankings. The County Mayor shall, in any recommendation to the Board of County Commissioners, either attach all Reports issued by the OIG and/or the COE or provide a description of such Reports and a link to where such Reports may be viewed.

4.3 Oral Presentations

After evaluation of the Proposals on the criteria indicated above (Technical and Price), rating and ranking, the Competitive Selection Committee may choose to conduct an oral presentation with the Proposer(s) which the Competitive Selection Committee deems to warrant further consideration. In making this determination, the Competitive Selection Committee should consider whether a recommendation can be reached without oral presentations or whether there is a need for, or would be a benefit to, holding oral presentations. For instance, oral presentations may be needed to assist the Competitive Selection Committee to make its recommendation and/or to differentiate among the Proposer(s) remaining in consideration due to, among other factors, scores in clusters and/or a close competition.
