The work is funded through the Orange County Community Development Block Grant Disaster Recovery (CDBG-DR) Program under Hurricane Ian funding authority (Pub. Respondents must be business organizations registered in Florida to provide engineering services under Section 471.023 of the Florida Statutes as of the submission deadline. All employees on projects exceeding $100,000 annually must be paid at a living wage rate of $15.00 per hour.

The scope encompasses evaluation, design, and relocation of 13 drainage wells constructed between 1904 and 1960 in low-to-moderate income urbanized areas throughout Orlando. Services include conditions assessment, subsurface utility surveys, geotechnical investigations, topographic surveys, preliminary and final design development, permitting coordination, construction administration, and post-construction reporting. Baseline infrastructure data is provided in the Drainwell Inspection Report (Exhibit 1), which documents thirteen inspection locations with structural measurements, pipe configurations, and geographic coordinates.

The contract term is estimated at 43 months from execution, with a grant performance end date of February 2030. Compensation will be negotiated after selection, subject to a maximum salary multiplier rate of 3.00 without Chief Financial Officer approval. The consultant must maintain errors and omissions insurance and assign a Principal-in-Charge and Project Manager subject to City approval.

Evaluation is a two-phase process: Phase 1 short-lists a minimum of three respondents based on experience and qualifications (50 points), past performance (40 points), and personnel availability (10 points). Phase 2 final ranking incorporates experience and qualifications (40 points), past performance (20 points), personnel availability (10 points), and understanding of project scope (30 points). Questions are due August 25, 2026 at 5:00 p.m.
