About this opportunity
The State of Minnesota Department of Administration, Office of State Procurement is requesting proposals for alternative chemical deicers on an as-needed basis under Contract Release D-156(5), with responses due September 18, 2026 at 3:00 p.m. Central Time through the SWIFT Supplier Portal. Addendum No. 1, issued September 15, 2026, updates the Winter Chemical Certification checklist (effective April 27, 2026) and replaces the Price Schedule (Exhibit D); responders must acknowledge receipt by submitting through SWIFT Event No. 18457, Version 2 or later.
Only products listed on the MnDOT Approved Products List and included in Exhibit D are permitted—no substitutions. Responders must submit signed Responder Declarations, exceptions to State terms and conditions, completed price schedules with cost detail across multiple service areas and volume tiers, product samples (three 8-ounce samples for liquids or two pounds for dry chemicals), and answers to supplemental questions. All products must meet MnDOT Winter Chemical Certification requirements, including Clear Roads specifications for freezing point, ice melting capacity, corrosion resistance (at least 70% less corrosive than sodium chloride per NACE standards), and toxicity testing.
The estimated annual contract value is $4 million, though this represents neither a minimum nor maximum obligation. The contract term runs November 1, 2026 through October 31, 2027, with options to extend up to an additional 48 months in increments determined by the State. All prices are quoted as maximums and remain firm for the initial contract term. Contractors must deliver within three working days for nine-county metropolitan area orders and five working days elsewhere in Minnesota, provide technical support and classroom training on demand, and attend winter kickoff meetings at MnDOT's eight districts.
Evaluation uses weighted criteria: 100 points for acceptance of State terms and conditions, 900 points for cost detail, and up to 120 preference points for eligible targeted group, economically disadvantaged, veteran-owned, and DEED/DHS-certified businesses. The State anticipates award by October 31, 2026. Questions were due September 11, 2026. No set-asides apply; however, Minnesota-based small businesses and businesses owned by racial minorities, women, individuals with substantial physical disabilities, or veterans and service-disabled veterans are encouraged to participate. Brokers are excluded; responders must be OEM authorized distributors, manufacturer's representatives, or OEM entities. Contracts exceeding $100,000 require Workforce Certificates; those exceeding $500,000 require Equal Pay Certificates.
