About this file

This is Solicitation Addendum No. 1, issued by the Minnesota Department of Administration, Office of State Procurement on September 15, 2026, for the procurement of alternative chemical deicers under contract release D-156(5). The solicitation, managed by buyer Robb Mimbach, seeks responses from vendors to provide deicers on an as-needed basis through the SWIFT Supplier Portal. The revised due date for submission is September 18, 2026. The addendum modifies two key exhibits: Exhibit E (Winter Chemical Certification checklist, updated from 7/15/2022 to 4/27/2026) and Exhibit D (Price Schedule, replaced with Addendum No. 1 version). Responders are required to acknowledge receipt of this addendum by submitting their response to SWIFT Event No. 18457, Version 2 or later by the solicitation due date. The contract terms remain subject to mutual consent regarding option years and amendments, as outlined in Section 2.2 of the Sample Contract.

The addendum addresses seven questions submitted by potential responders regarding pricing, product nomenclature, and delivery terms. Regarding pricing, any increase to contract pricing requires a duly executed amendment, though contractors may voluntarily provide lower pricing without amendment. Price adjustments will be negotiated at amendment time based on documented changes. For Cooperative Purchasing Venture members located outside Minnesota, pricing may include a base price plus freight calculated as price per loaded mile. The State approved updated product nomenclature for Beet Heet MN formulations using a ratio format (10/90, 20/80, 30/70), with the understanding that the higher percentage represents Sodium Chloride Brine. While the Beet Heet 10/90 blend remains required, an additional pricing tab was added to allow responders to optionally submit pricing for Beet Heet 40/60. MnDOT retains discretion over final product selections and value determinations.

Would the State please clarify how pricing is determined for CPV members that do not fall within the districts/metro areas being priced with the bid?
