About this opportunity
The City of West Sacramento is accepting sealed bids for structural anchoring and welding services to anchor 14 Conex containers to an existing Cement-Treated Base and Hot Mix Asphalt foundation under ITB 26-065-ITB, with bids due July 28, 2026 at 2:00 p.m. This is a federal-aid highway construction project subject to FHWA-1273 provisions, including Davis-Bacon prevailing wage requirements and 30 percent performance threshold for the prime contractor.
The scope comprises drilling anchor holes through asphalt into cement base, setting high-strength threaded rods using structural epoxy, installing steel base plates, and field-welding plates to container corner castings. The design requires a minimum of four structural anchors per container (56 total anchor points across both 20-foot and 40-foot units). All welding must be performed by an AWS D1.1 certified welder and verified by a third-party special inspector in compliance with the 2022 California Building Code and ASCE 7-22 standards.
The estimated project value is $26,500. Bid security of at least 10 percent of the total bid price is required; upon award, the contractor must furnish Performance and Payment Bonds each equal to 100 percent of the contract price. All work must be completed within 180 working days from the Notice to Proceed. The anticipated award date is September 2, 2026.
Bidders must hold a current California C-51 or B contractor's license with supporting licenses for welding, structural steel, earthwork/paving, and concrete, and must register with the California State Department of Industrial Relations under Labor Code section 1725.5 prior to bid submission. A non-mandatory bid walk is scheduled for July 16, 2026 at 10:00 a.m. at 4300 West Capitol Avenue, West Sacramento. Questions are due July 21, 2026 at 4:00 p.m., with responses due July 23. Proposals must remain valid for at least 90 business days after the proposal deadline. Bidders must submit a signed W-9, debarment certification, bid bond, and meet insurance requirements as outlined in the Insurance Checklist. The contract will be awarded to the lowest responsive, responsible bidder.
