About this opportunity

The West Virginia Department of Health is requesting proposals for consulting services supporting the Regional Health Transformation Project (RHTP) under ARFP RHT2700000001, with proposals due September 9, 2026 at 10:30 AM EDT — a five-business-day extension from the original September 3 deadline. All contractor and subcontractor employees must complete fingerprint-based state and federal background checks prior to access to state facilities, systems, or sensitive data including protected health information (PHI), personally identifiable information (PII), social security administration data, federal tax information (FTI), and payment card information (PCI), per OMIS Policy #0529 and Procedure OP-35.

The scope encompasses grants management, compliance support, subrecipient monitoring, and CMS financial and programmatic reporting for RHTP. The Engagement Lead position requires a current clinical license or credential (RN, NP, PA, MD, or DO) and cannot be filled by a subcontractor, though subcontractor experience may count toward prime vendor qualifications. On-site work ranges from three to fourteen days per month as determined by state needs. The estimated hours in Attachment A reflect only the initial one-year contract term.

The contract has an initial one-year term with four successive one-year renewal options, potentially spanning five years. The incumbent is KPMG. Proposals must be submitted as hard copies (one original plus five convenience copies each for technical and cost proposals, sealed separately) to Catherine E. Stephenson at the Office of State Auditor Purchasing. The 50-page limit applies to combined technical narrative and cost proposal and excludes required forms, certifications, disclosures, and evidence of insurability. Electronic signatures are acceptable on all non-notarized signatures. The state will not release budget information, anticipated expenditure ranges, or current RHTP initiative details prior to award and will not conduct in-person oral evaluations. No further extensions to the proposal deadline will be considered. Upon selection, the awarded vendor will engage in good faith contract-term negotiations, with classification as contractor/vendor or subrecipient under 2 C.F.R. Part 200 determined after award. Contact Bryan D. Rosen, buyer, at (304) 558-0953 or bryan.d.rosen@wv.gov.
