About this opportunity

The West Virginia Department of Administration Purchasing Division, procuring on behalf of the Adjutant General's Office, is requesting bids on a waterline extension construction project at Camp Dawson Army Training Site in Kingwood, with bids due August 4, 2026, at 1:30 p.m. EST. All bidders must be properly licensed West Virginia contractors and are required to attend the mandatory pre-bid meeting held on July 7, 2026; failure to attend results in bid disqualification.

The scope includes 2,450 linear feet of 8-inch C900 waterline, 412 linear feet of 6-inch C900 waterline, related fittings and valves, excavation of 848 cubic yards, utility trench bedding material, backfill and compaction, asphalt replacement, erosion and sediment controls, seeding and mulching, and fire hydrants. Work must comply with the 2017 West Virginia Department of Transportation Division of Highways Standard Specifications as amended by the 2020 Supplemental Specifications. Vendors must demonstrate successful completion of at least five similar waterline extension projects.

The project is subject to West Virginia prevailing wage requirements and a local labor market hiring mandate requiring that at least 75 percent of employees be hired from the local labor market. Bidders must provide a 5 percent bid bond with submission and, if awarded, furnish performance and labor/material payment bonds each equal to 100 percent of the contract price. Liquidated damages are assessed at $1,500 per day of delay plus a one-time fixed cost of $1,250 for Staff Judge Advocate review. The award goes to the lowest qualified responsible bidder. Substantial and final completion dates will be determined upon notice to proceed; monthly progress payments are made with 10 percent retainage until substantial completion.

Addendum No. 2 (July 24) extended the original July 21 closing date to August 4 and provided vendor question responses and revised pricing pages. Addendum No. 3 (July 29) provided pre-bid meeting sign-in sheets with no further substantive changes. Vendor technical questions were due July 13. All bids must acknowledge receipt of all addenda issued.
