About this opportunity
The Connecticut Department of Energy and Environmental Protection (CT DEEP) is requesting sealed bids for construction of a new boat launch at Squantz Cove on Candlewood Lake in New Fairfield, Connecticut, under ITB DEPA00013203701, with bids due September 2, 2026 at 2:00 p.m. EDT. Connecticut prevailing wage rates apply if the contract value exceeds one million dollars for new construction.
The scope includes construction of a new boat launch facility adjacent to the existing site, comprising erosion and sedimentation controls; interlocking concrete perimeter blocks; concrete anchor wall and transition pad; 64 precast concrete boat launch panels supplied by CT DEEP and installed by the contractor; two floating docks; two steel piles; new gravel parking area with underground utility conduit; bituminous driveway and parking area with pavement markings; concrete sidewalks; demolition of the existing toilet building and septic system; installation of a vault toilet building and solar light pole; topsoil, seeding, and planting of 38 trees supplied by CT DEEP and installed by the contractor; and relocation of the existing ticket booth. The contractor must acquire the demolition permit from the Town of New Fairfield; CT DEEP acquires all other permits. A ten-thousand-dollar allowance covers utility company relocations, including Eversource pole relocation, with the contractor coordinating and receiving reimbursement. The contractor must maintain public access to the existing launch where safe and feasible and coordinate with FirstLight CT Housatonic LLC regarding daily Candlewood Lake water levels.
Bidders must submit all mandatory Table 1 documents electronically through CTsource by the bid opening deadline, including Bid Proposal Form, Bid Bond or Certified Check, General Contractor Bidder's Qualification Statement, DAS Prequalification Certificate, Certificate of Authority, and Campaign Contribution Certification. The Apparent Low Bidder must submit Table 2 documents—named subcontractor qualifications, good faith effort documentation filed with the Commission on Human Rights and Opportunities, wage certification, performance bond, labor and material bond, and liability insurance—within ten calendar days of receiving the Letter of Intent.
Questions are due August 26, 2026 at 1:45 p.m. EDT. The procurement contact is Alex Curry (Civil Engineer III) at (860) 424-3407 or alexander.curry@ct.gov.
