About this opportunity
Parkrose School District is requesting proposals for Construction Manager/General Contractor services for Prescott Elementary School's integrated seismic and energy upgrades in Portland, Oregon, with proposals due August 12, 2026 and a mandatory pre-proposal conference on July 29. The project is partially funded by the Portland Clean Energy Community Benefits Fund, which imposes workforce equity, contractor utilization, and wage requirements that apply to the CM/GC and all subcontractors — a decision-flipping constraint for firms unfamiliar with PCEF compliance.
The scope comprises structural rehabilitation to achieve "Immediate Occupancy" performance standards per ASCE 41-23, including modification and supplementation of the existing lateral system, strengthening of the foundation load path, and building envelope upgrades (wall framing, insulation, and storefront systems). The CM/GC will deliver preconstruction services followed by construction under a Guaranteed Maximum Price (GMP) delivery model. Proposing firms must demonstrate a minimum of five years of continuous experience and have completed at least two comparable projects within that timeframe. All firms must be capable of providing 100% performance and labor and material bonds and must be registered with the Oregon Construction Contractors Board.
The construction budget does not exceed $3.077 million, with construction scheduled May through September 2027 and GMP determination targeted for March 2027. PCEF participation targets are 30% of hard construction costs by COBID-certified firms and 20% by certified MBE, WBE, or DBE firms. Workforce utilization targets include 20% apprenticeship hours, 25% of journey-level hours by people of color, and specified apprentice diversity targets. Prevailing wage rates apply; workers must also receive a "family wage" of at least 180% of applicable minimum wage unless prevailing wage exceeds this. Evaluation emphasizes key personnel experience (20 points), project understanding (15 points), firm and CM/GC experience (15 points each), cost control and references (15 and 5 points), fee structure (10 points), and scheduling (5 points). Proposals are limited to 25 pages. Written questions are due August 4, 2026; addenda will be issued by August 5. Top three finalists will be interviewed approximately August 14, with Notice of Intent to Award anticipated August 25 and contract award by September 1.
