About this opportunity
The School Board of Seminole County is selecting a Construction Manager at Risk for the Milwee Middle School Renovation Project under Chapter 1013, Florida Statutes and the Florida Consultant's Competitive Negotiation Act; proposals were due July 7, 2026, and finalist oral presentations are scheduled for August 13, 2026.
Respondents must be licensed as Certified General Contractors in Florida. The scope encompasses renovation of select buildings (roof replacement for Buildings 3, 5, 7, 10, 11, and 16; new HVAC systems for the same buildings; campus-wide restroom renovations; exterior repairs to Buildings 7 and 10; interior renovations to Buildings 5, 7, 10, and 11); demolition of Buildings 2 and 9; and construction of a new two-story structure containing a kitchen, dining area, stage, three laboratories, and five classrooms. The CMAR will provide preconstruction services including value engineering, cost analysis, and scheduling evaluations, then manage bidding with all subcontractors, project coordination, work supervision, and collaboration with the architect. Work is performed at Milwee Middle School, 1341 S. Ronald Reagan Boulevard, Longwood, Florida, on an active campus requiring careful coordination of logistics, student safety, and phased construction sequencing.
The construction budget is $34 million. Financial stability documentation must be provided as either a surety bond commitment letter in that amount or audited financial statements for the two most recent fiscal years. The CMAR will establish a Guaranteed Maximum Price and commit to the project budget.
Evaluation criteria are weighted: experience and past performance with similar K-12 projects (45%), methodology for cost control and scheduling (35%), business structure (10%), references (5%), and workload (5%). Addendum No. 1, posted June 11, clarified that respondents must list Construction Management Services projects—not Architectural/Engineering Services—completed or currently ongoing within the past five years that are most related to the contract.
A voluntary pre-proposal conference was held June 10, 2026. Short-list meetings were conducted July 23; finalist notifications were issued July 27. Contract negotiations are anticipated to begin August 26, with School Board approval scheduled for October 6, 2026.
