About this file
This document is a Notice of Intent (NOI) ranking and scoring sheet for a Construction Manager at Risk (CMAR) selection process issued by the School Board of Seminole County, Florida for the Milwee Middle School Renovation Project. The project encompasses comprehensive renovation work including roof replacement for six buildings, new HVAC systems for those same buildings, campus-wide restroom renovations, exterior and interior repairs to multiple structures, demolition of two buildings, and construction of a new two-story facility containing a kitchen, dining area, stage, three laboratories, and five classrooms. The work is located at Milwee Middle School in Longwood, Florida, on an active campus requiring coordinated phasing and careful attention to student safety. Proposals were due July 7, 2026, with short-list meetings conducted July 23, 2026, and finalist notifications issued July 27, 2026. Finalist oral presentations are scheduled for August 13, 2026, with contract negotiations anticipated to begin August 26, 2026, and School Board approval scheduled for October 6, 2026. A voluntary pre-proposal conference was held June 10, 2026, and Addendum No. 1 was posted June 11, 2026, clarifying that respondents must list Construction Management Services projects completed or currently ongoing within the past five years.
The construction budget for this project is $34 million, and respondents must be licensed as Certified General Contractors in Florida. Financial stability documentation is required in the form of either a surety bond commitment letter for $34 million or audited financial statements for the two most recent fiscal years. The CMAR will establish a Guaranteed Maximum Price and commit to the project budget while providing preconstruction services including value engineering, cost analysis, and scheduling evaluations. Evaluation criteria are weighted as follows: experience and past performance with similar K-12 projects (45%), methodology for cost control and scheduling (35%), business structure (10%), references (5%), and workload (5%).
