About this opportunity

The Washington Suburban Sanitary Commission (WSSC Water) in Maryland is soliciting sealed responses for Construction Contract Management Support Services via its eProcurement Portal, with responses due by 2:00 pm on November 2, 2026. A non-mandatory pre-bid meeting was held September 25, 2026, at 9:30 am via Microsoft Teams; questions are due October 8, 2026, at 2:00 pm.

The solicitation encompasses contract personnel across twelve labor classifications supporting the Pipeline Construction Division and related WSSC Water operations: Compaction Inspector, Contract Manager, Construction Safety Inspector, Geotechnical Inspector, Geotech Engineer, Inspector I, Inspector II, IT Professional I, IT Professional II, Paving Inspector, Management Support Specialist, and Learning & Development Specialist. Each position carries distinct qualification requirements — ranging from high school diploma with relevant field experience and mandatory certifications (e.g., Compaction Inspector requires active Nuke Gauge Certification, APNGA certification, MARTCP or WACEL per Specification 2315) to bachelor's degree requirements (Geotechnical Specialist requires Maryland Professional Engineer registration and five years of geotechnical experience; Contract Manager requires high school diploma with five years of inspection experience plus two years of senior-level para-professional civil engineering). Many positions mandate multiple state and industry certifications within prescribed timeframes (failure to obtain results in employment termination), including NASSCO ITCP, Erosion and Sediment Control Yellow Card, MD SHA Flagger Certification, and operator licenses for water and wastewater systems. All positions require valid driver's license, background check clearance, and ability to lift 50 pounds; several require 24/7 emergency availability.

Technical proposals are limited to 50 single-sided pages and must include three customer references with documented firm experience, staffing and recruitment processes, technical and project approach methodologies, OSDI participation forms, and certifications and affidavits. Labor rates must be firm for the contract duration and submitted separately. Evaluation is weighted: Key Personnel (30 percent), Contract Management Approach (30 percent), Experience on Similar Projects (20 percent), Additional Professional Services (10 percent), and Price (10 percent). Mandatory insurance includes Workers Compensation (statutory limits), Commercial General Liability ($1 million per occurrence/$2 million aggregate), Business Auto Liability ($1 million), Umbrella Liability ($5 million), Errors and Omissions ($2 million), and Employee Dishonesty ($1 million); certificates due within 10 days of Notice of Award. WSSC reserves the right to establish a competitive range, shortlist offerors, request Best and Final Offers, and conduct oral presentations.
