About this opportunity
The West Virginia Department of Administration, Purchasing Division, is requesting quotes on behalf of the Adjutant General's Office for climbing tower repairs at Camp Dawson in Kingwood, West Virginia, with bids due August 27, 2026 at 1:30 p.m. EST and a mandatory pre-bid meeting on August 13, 2026 at 1:00 p.m. EST. Bidders must be licensed West Virginia contractors.
The scope encompasses structural repair and upgrade of two approximately 50-foot by 22-foot by 56-foot tall climbing towers (estimated 13,670 square feet of surface area) through epoxy filling of wood cavities, wood preservative coating application to all surfaces (walls, stairs, platforms, railings), textured anti-slip paint on stair treads and platform edges, and reapplication of yellow safety markings on the upper platform. The towers are constructed of pressure-treated and glulam lumber. The contractor must supply all labor, materials, equipment, and temporary facilities; obtain all required permits and compliance certifications (federal, state, local, OSHA, State Fire Marshal, and Army Force Protection standards); verify measurements and quantities prior to initiation; conduct bi-weekly progress meetings with minutes submitted within three business days; provide training to Camp Dawson staff upon completion; and deliver as-built drawings and field notes within 30 days of final acceptance. A one-year warranty on all parts, labor, and materials is required. The West Virginia Army National Guard recommends Total Wood Preservative (TWP 100 series) or equivalent, with the contractor bearing VOC compliance responsibility based on preservative selection and location of use. All contractor and subcontractor personnel require background checks and personal identity verification (REAL ID) to access the DoD installation, with two business days' notice required for site access and deliveries.
Bids must be submitted as firm fixed lump-sum pricing with no adjustments permitted without express state authorization. Vendors must submit a 5 percent bid bond with proposals, plus performance bonds and labor/material payment bonds equal to 100 percent of contract value prior to award. Vendors exceeding $250,000 must provide a subcontractor list within one business day of bid opening and submit a drug-free workplace affidavit. Liquidated damages are assessed at $1,500 per day of delay plus $1,250 fixed cost for Staff Judge Advocate review. Work is scheduled Monday through Friday, 7:30 a.m. to 4:00 p.m. Vendor technical questions are due August 20, 2026 at 11:00 a.m. EST. Contact David H. Pauline at 304-558-0067 or david.h.pauline@wv.gov.
