About this opportunity
The Tennessee Department of Transportation (TDOT) is issuing Request for Qualifications (RFQ) #40100-50911 for Comprehensive Planning On-Call Consultant services to perform transportation planning studies and analyses across eight distinct categories: Statewide/Regional/Community Planning, Active Transportation/Travel Demand Management, Corridor Study/Complete Street, Carbon Management, Needs Assessment, Multidisciplinary ITS/TSMO, Multidisciplinary Freight/Multimodal/Environmental, and Grant Applications. The RFQ seeks to qualify and rank consultants who can evaluate long-range and short-term transportation needs due to development across Tennessee, with a contract term of 60 months. Evaluation will consist of a 20-point general qualifications section and an 80-point technical qualifications section for each consultant category, focusing on technical expertise, project understanding, and past performance. Key procurement dates include a pre-response conference on January 3, 2025, a written questions deadline of January 13, 2025, and a response deadline of March 7, 2025. TDOT intends to award up to three master contracts per category, with work orders issued through a delegated authority process to the highest-ranked qualified contractors.
The RFQ encourages participation from minority-owned, women-owned, service-disabled veteran-owned, and small businesses, though no specific Disadvantaged Business Enterprise (DBE) goals are mandated. Contractors can qualify for multiple categories but will be limited to one active work order at a time, with work orders rotated among the top-ranked contractors in each category. The maximum liability across all master contracts is $10 million under the State's Delegated Authority, with pricing based on not-to-exceed hourly rates for specified job titles. Contractors must maintain SOC 2 Type 2 compliance and carry various insurance coverages, including cyber liability insurance of $5 million per occurrence. Pricing will involve not-to-exceed hourly rates for specified personnel categories, and cost proposals will be required but will not be scored during the initial qualification evaluation. Work orders will be offered to the highest-ranked qualified contractor in each category, with subsequent offers made to lower-ranked contractors if the top-ranked firm is unavailable or declines the assignment.
