About this opportunity

The Kentucky Department of Corrections is requesting proposals for comprehensive medical services across state correctional facilities, with proposals due July 27, 2026. The contract encompasses medical care, mental health staffing, medically assisted treatment, and related services for approximately 6,725 inmates housed in state facilities and county jails under a contract term running January 1, 2027 through June 30, 2028, with two optional two-year renewal periods.

Respondents must demonstrate five years of organizational experience providing health care, dental, and pharmacy services in correctional or detention settings, with documented service to a minimum of six correctional institutions at separate locations—including at least one facility housing 1,000 or more individuals—and a minimum of 10,000 inmates across all locations under a single contract. The scope spans comprehensive medical and specialty care, psychiatric and psychological services, vision services, diagnostic services, emergency and non-emergency transportation, inpatient coordination, telehealth, and ancillary support meeting American Correctional Association standards. All services must comply with Kentucky Corrections Policies and Procedures, including health maintenance standards (CPP 13.2), pharmacy policy (CPP 13.1), and mental health requirements (CPP 13.13). The contractor assumes responsibility for all medical supplies, equipment, staffing, facility maintenance, EHR system compliance, Medicaid coordination, medical waste disposal, and security protocol adherence.

The contractor must provide a $6 million performance security bond, maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, professional liability insurance of $1 million per claim, and automobile liability insurance of $1 million per occurrence if applicable. Cost proposals must be submitted on a per-day, per-inmate basis for each service category and contract period. Proposals will be evaluated on technical merit (900 points), cost (400 points), and potentially oral presentations (300 points) for a combined 1,600 possible points. Kentucky resident bidders and qualified bidders may receive preference scoring adjustments. Site visits were scheduled for the week of June 1, 2026; written questions closed June 10, 2026.
