About this opportunity

The New York Department of Corrections and Community Supervision is soliciting bids for commissary food, non-food, and tobacco products for Collins Correctional Facility under IFB COLLINS-2026-001, with bids due August 17, 2026 at 1:00 PM and written questions due July 27, 2026. No set-asides or participation goals are established for Service-Disabled Veteran-Owned Businesses, Minority-Owned Businesses, Women-Owned Businesses, or Disadvantaged Businesses (all at 0.00%); however, in case of tie bids, priority is given to certified MWBEs, SDVOBs, DBEs, small New York State businesses, and New York State vendors, respectively. Good faith MWBE outreach is encouraged but not quantified as a requirement.

The scope encompasses 201 food items (candy, snacks, baked goods, canned goods, seafood, condiments, seasonings, dairy, frozen foods, beverages, and fresh produce), 79 non-food items (personal hygiene, clothing accessories, grooming tools, writing supplies, recreational items, electrical items, and miscellaneous commissary goods), and 10 tobacco product line items. Food products are evaluated on price per ounce with allowance for 1-ounce size variance. Non-food items are evaluated on line-by-line lowest price. Tobacco products are awarded by lowest grand total per lot. All bids must use the supplied bid sheets; failure to use the official forms results in disqualification.

The contract term is five years, from October 9, 2026 through October 8, 2031. Bid prices must be firm for the initial six months, with adjustments thereafter only upon manufacturer-supported documentation of general price increases. All prices must be quoted net, F.O.B. destination (facility delivery included), with no minimum order requirement. Delivery must occur Monday through Friday between 8:15 AM–11:00 AM and 12:00 PM–2:30 PM, with items delivered within seven days of purchase order receipt. Bids must be physically delivered to Collins Correctional Facility; facsimile and email submissions are not acceptable. Bidders must provide proof of New York State workers' compensation and disability benefits insurance, complete the Vendor Responsibility Questionnaire, and submit State Finance Law 5-A tax certification (forms ST-220-TD and ST-220-CA). Previous vendors include Keefe Group, Performance Foods, Athletes Needs, Care Supplies, and others identified in the procurement materials.
