About this opportunity
The Hawaii Department of Accounting and General Services, Central Services Division is requesting proposals for coconut and palm tree trimming services at various state facilities on Oahu under RFP CSDR-27-001-O, with proposals due August 7, 2026 at 2:00 p.m. HST.
Offerors must hold a valid Hawaii State contractor C-27 or C-27-B tree trimming license and maintain a permanent office facility on Oahu with adequate administrative and technical staff. A Certified Arborist with current International Society of Arboriculture certification and minimum five years of experience must directly supervise all tree trimming work. Contractors must demonstrate a minimum of ten consecutive years of tree trimming experience and submit at least three recent client references demonstrating relevant experience and satisfactory performance. All work must comply with ANSI A300-1995 Standard Practices.
The scope encompasses trimming approximately 873 individual trees across 42 state facility locations, including coconut, date, royal, Manila, loulu, Alexander, oil, kohune, triangle, and palmyra palms. Trimming occurs three times annually (September–December, January–April, May–August) with work performed Monday through Friday, 8:30 a.m. to 4:40 p.m., with weekend and holiday work available upon Contract Administrator approval. The contract term runs September 15, 2026 through September 14, 2027, and is renewable for up to four additional twelve-month periods upon mutual written agreement and subject to funding availability.
Pricing accounts for 75 of 275 total evaluation points, with the lowest-priced proposal receiving maximum points and higher-priced proposals receiving fractional points calculated proportionally. Contractors must maintain workers' compensation insurance, general liability insurance with limits of $1 million per occurrence/$2 million aggregate, and automobile liability insurance with $1 million combined single limits. Performance bonds equal to 100 percent of the contract award amount are required. Site inspections are optional but highly recommended prior to bid submission. Preliminary evaluation occurs approximately August 10–14, 2026, with anticipated award August 26, 2026. Contractors must comply with Hawaii prevailing wage standards and state nesting-bird protection laws, including restrictions on trimming trees with active White tern nests.
