About this file
This is a Wage Certificate for service contracts issued by the Hawaii Department of Accounting and General Services, Central Services Division, for Invitation for Bid (IFB) No. CSD-26-032-O regarding Coconut and Palm Tree Trimming Services at various State facilities on the island of Oahu. The certificate certifies compliance conditions for contracts exceeding $25,000 in value and establishes wage and employment standards that must be maintained throughout the contract period.
The document mandates that all awarded contractors must comply with applicable federal and state laws concerning workers' compensation, unemployment compensation, wage payments, and workplace safety. Contractor employees performing the work must be paid at wages or salaries not less than those paid to public officers and employees for similar work, with exceptions for professional, managerial, supervisory, and clerical personnel exempt under Section 103-55, Hawaii Revised Statutes. The certificate specifies that noncompliance with these conditions will result in contract cancellation unless corrected within a reasonable timeframe determined by the procurement officer. Final contract settlement payments and bond releases are contingent upon the procurement officer's determination that any noncompliance has been remedied. Additionally, all payments required by federal and state law for employee benefits must be made in addition to the base wage requirements.
