Electronic result delivery to Client Agency EMR/EHR systems is required, along with customized requisitions, testing profiles, a dedicated Account Manager, and implementation within one month of contract start. The contractor must provide on-site certified phlebotomists at no additional cost, on-call weekend and holiday coverage, 24/7 PHMSA-compliant courier services, and drawing stations meeting specified mileage and public transit access requirements. Monthly reporting is due by the 10th of each month. Billing must comply with Connecticut Medicaid fee schedules for covered services, with unit pricing for non-Medicaid tests submitted separately. Non-incumbent vendors must submit a detailed four-month transition plan covering August 1 through November 15, 2026.
The contract becomes effective upon Connecticut Attorney General approval and extends through November 30, 2031, with discretionary extension authority up to the original term length. This solicitation replaces contract 22PSX0035 in part or in total. Evaluation priorities, in descending order, are pricing, conformity to specifications, past performance, financial responsibility, delivery terms, administrative costs, and life-cycle costs. Payment terms are Net 45 days FOB Destination. Contractors must extend contract terms to political subdivisions, municipalities, schools, and not-for-profit organizations. Two references from separate organizations are required. All responses must comply with Connecticut's Digital Accessibility Policy and WCAG 2.1 Level AA.
