About this file
Summary
This is an Invitation to Bid (ITB) solicitation document issued by the State of Connecticut Department of Administrative Services for comprehensive clinical laboratory services. The State seeks a contractor to provide diagnostic testing on blood, urine, sputum, fecal specimens, and tissue samples to support all using state agencies. The solicitation (26PSX0075) replaces contract 22PSX0035 in part or in total. Vendors may submit questions through July 10, 2026 at 10:00 a.m. ET, with answers posted as an addendum by July 14, 2026. Bid responses are due July 27, 2026 at 2:00 p.m. EDT, with public opening of pricing to occur within twenty-four hours after the due date. No bidders conference or site visits are specified in the solicitation document. The contract term extends through November 30, 2031, with discretionary extension authority for an additional period up to the original term length. The contract becomes effective upon Connecticut Attorney General approval.
Pricing will be evaluated as the primary factor in awarding to the lowest responsible qualified respondent, followed by conformity to specifications, past performance, financial responsibility, delivery terms, administrative costs, and life-cycle costs. Payment terms are Net 45 days with Free On Board Destination delivery. The solicitation replaces a prior contract but does not identify a specific incumbent. Contractors must comply with Connecticut Medicaid fee schedules for covered services and submit unit pricing for non-Medicaid tests separately. Non-incumbent vendors are required to submit a detailed four-month transition plan covering August 1 through November 15, 2026. The contractor must hold CAP accreditation and CLIA certification, perform substantially all testing in-house with no more than twenty percent subcontracting of ancillary and specialized testing, and provide on-site certified phlebotomists at no additional cost. Two references from separate organizations are required, and all responses must comply with Connecticut's Digital Accessibility Policy and WCAG 2.1 Level AA standards.
