About this opportunity

The Colorado Department of Public Health and Environment, Water Quality Control Division, is requesting proposals for Clean Watershed Needs Survey services under RFP 2027000030, with proposals due September 28, 2026 at 2:00 PM MDT via BidNet Direct. A Professional Engineer registered and actively licensed in Colorado must lead the project — this is a mandatory qualification filter.

The scope encompasses a congressionally mandated survey under the Clean Water Act to assess statewide capital improvement needs for wastewater, stormwater, decentralized wastewater treatment, and non-point source infrastructure. Primary activities include reviewing EPA CWNS manuals and guidance, surveying capital improvement needs for entities on the Water Pollution Control Revolving Fund Intended Use Plan, surveying non-IUP entities from a state-provided list, surveying wastewater treatment facilities with compliance schedule requirements, collecting required documentation, responding to EPA audits and quality assurance reviews, and attending EPA training sessions. The contractor must enter all collected data into the EPA's CWNS Data Entry Portal and complete a comprehensive infrastructure inventory documenting facility conditions and calculating capital improvement costs. Deliverables include a readiness memo, monthly progress reports, tracking registers, documentation portfolios, EPA compliance screening matrices, CWNS portal confirmation reports, and audit resolution packages at intervals specified in the Statement of Work.

The estimated budget is approximately $350,000 for the initial contract term running November 1, 2026 through March 30, 2028, structured as a fixed-price contract. The State retains renewal options for up to four additional one-year periods, not to exceed five years total. The project engineer must hold a minimum of three years' prior experience with planning or design of municipal wastewater projects, and the firm must have a minimum of ten years' such experience. Preferred qualifications include two years' EPA clean watershed or drinking water needs survey experience, three successful projects completed within five years for state government or EPA, and five years' capital improvement planning experience for utilities, municipalities, or districts. Offerors must be registered with Colorado Vendor Self-Service and submit proposals through BidNet Direct no later than one hour before the deadline. Written inquiries were due September 9, 2026; answers were published September 14. Evaluation is estimated for the week of October 5, 2026.
