About this file
This is an Addendum containing Questions and Answers for RFP #2027000030, the Clean Watershed Needs Survey (CWNS), issued by the Colorado Department of Public Health and Environment (CDPHE). The solicitation addresses the expansion of the 2027 CWNS to include additional data collection categories beyond the previous scope of National Park Service control and stormwater management. Key clarifications from the addendum address the deliverable schedule for Items 3 and 4, which the vendor questioned regarding February 28, 2023 and May 31, 2023 dates; CDPHE confirmed these dates are to be determined and will be finalized through contractor agreement. The addendum also clarifies that tribal CWNS data collection will be managed by the EPA rather than CDPHE due to regulatory authority limitations, and that the contractor is responsible for surveying entities on the Non-IUP Entity List provided by the Water Quality Control Division (WQCD). Additionally, the contractor must evaluate existing CDPHE data and collect survey responses from 50 additional non-point source projects, gathering information directly from entities as needed.
CDPHE anticipates potential state-specific approaches to be developed collaboratively with the selected contractor during the scope of work drafting phase, contingent upon adequate training provided to both contractor and CDPHE subject matter experts by the EPA. The addendum does not address specific pricing terms, contract duration, funding sources, or award timelines in the available questions and answers, as these clarifications focused on project scope and data collection responsibilities.

SOLICITATION QUESTIONS AND ANSWERS
Solicitation #: RFP #2027000030 Solicitation Name: Clean Watershed Needs Survey (CWNS)
Vendor Question #1: Could you verify that the dates in Exhibit C. Statement of Work (SOW) Section V.
Deliverable Schedule for Items 3 and 4 of February 28, 2023 and May 31, 2023 were meant to be TBD?
CDPHE Answer #1: Yes That is correct. We mistakenly attached the SOW before ironing out the dates, and will come to an agreement on the schedule with the contractor.
Vendor Question #2: With the 2027 CWNS expanding Tribal data collection from NPS control and stormwater to include wastewater and decentralized needs, does Colorado plan to identify or document Tribes' needs for the 2027 CWNS?
CDPHE Answer #2: No, we expect that the EPA would be managing the tribal CWNS data collection as the CDPHE does not have regulatory authority for US tribes providing wastewater services.
Vendor Question #3: Exhibit C. SOW Section IV. Work Plan PA#3. Sub-Activity 2: “The Contractor shall send the survey to the Non-IUP Entity List provided by WQCD.” Is this survey a form that is to be provided by Colorado to the Contractor?
CDPHE Answer #3:
Vendor Question #4: Exhibit C. SOW Section IV. Work Plan PA#3. Sub-Activity 4: “…to report to EPA survey responses from 50 additional non-point source projects …” Are those responses to be provided by CDPHE or will the contractor need to collect those from the entities?
CDPHE Answer #4: The contractor would evaluate available data to determine if any of the information is provided via already existing CDPHE data. For any entities that are not available in CDPHE data the contractor would collect those responses from the entities.
Vendor Question #5: Is Colorado anticipating any State Specific Approaches to be used?
CDPHE Answer #5: The CDPHE will evaluate the potential for any state specific approaches with the contractor during the scope of work drafting phase after adequate training has been provided to the contractor and CDPHE SME from the EPA .
