About this file

This is an electronic submission instruction document related to the Colorado Department of Public Health and Environment's (CDPHE) Clean Watershed Needs Survey procurement opportunity, utilizing the Rocky Mountain E-Purchasing System (BidNet). The document provides guidance for vendors submitting proposals through BidNet Direct, the centralized online notification platform used by multiple governmental entities in Colorado. Vendors must register on www.bidnetdirect.com/cdphe to access the solicitation and submit bids using the "Place a Bid" button. The document emphasizes that vendor registration should be completed well in advance of the submission deadline, as registration setup can be time-consuming. Proposals must be submitted no later than one hour prior to the solicitation deadline to ensure successful upload, as the system halts submissions precisely at the deadline regardless of completion status.

Key submission requirements include receiving email confirmation from BidNet upon successful proposal upload and monitoring the system regularly for any solicitation changes or addendums if the vendor has not elected the premium email notification service. Vendors are advised not to contact the procurement contact through the submission application itself; all inquiries, questions, or concerns must be directed to the Procurement Contact via email. BidNet Direct's Vendor Support Department is available at 800-835-4603, Option 2, for technical assistance. The document stresses that proposals submitted after the specified deadline will not be accepted under any circumstances, making advance submission crucial to avoid technical issues or last-minute complications.

Exhibit A Electronic Submission Instructions:

Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.

Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.

Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.

Things to remember:

a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.

b. The solicitation submission application typically uploads proposals within five minutes.

Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.

c. BidNet will send an email confirmation if the proposal was uploaded correctly.

d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
