About this opportunity

The City of Pasadena Department of Water and Power is requesting proposals for one or more distributed generation renewable energy facilities larger than 200kW located within its service territory and interconnected directly to its electric distribution grid under RFP Clean Power Pasadena Partnership, with proposals due October 30, 2026 at 3:00 p.m. The central mandate is compliance with California Renewable Energy Resources Program (Public Utilities Code 25740 et seq.) and California Renewables Portfolio Standard Program (Public Utilities Code 399.11 et seq.) to support Pasadena's Resolution No. 9977 commitment to source 100% carbon-free electricity by end of 2030.

PWP primarily seeks projects with commercial operation or delivery start dates on or before December 31, 2028, and a minimum delivery term of 10 years; proposals with later operational dates or alternative delivery terms will be considered. Eligible technologies include wind, geothermal, hydro, solar, solar thermal, and fuel cells utilizing green hydrogen. Proposers must demonstrate site control, provide detailed permitting strategies under California Environmental Quality Act and National Environmental Policy Act, identify supply chain partners, and provide evidence of project feasibility. Sellers are responsible for all environmental permits, California Energy Commission certification of renewable eligibility within six months of commercial operation, and internal equipment and improvements within the property line; PWP covers interconnection upgrades in the public right-of-way and meter installation. Facilities under one megawatt must maintain commercial general liability insurance with a one million dollar combined limit per occurrence; larger facilities must negotiate coverage in good faith.

Pricing is an all-inclusive $/MWh rate covering design, equipment, materials, labor, insurance, permits, government approvals, compliance costs, taxes, and proposer-side interconnection expenses. Evaluation uses weighted scoring: Project Feasibility and Viability (40 points), System Integration (15 points), Experience (15 points), Project Cost (20 points), Local Pasadena Business preference (5 points), and Small or Micro-Business certification (5 points). Proposals become public records upon City Council consideration unless marked as trade secrets. Awards exceeding $75,000 require City Manager approval; those exceeding $250,000 require City Council approval. Proposers must comply with Pasadena's Living Wage Ordinance if contract value exceeds $25,000 and submit non-collusion declarations, conflict-of-interest statements, and required federal certifications including anti-lobbying disclosures under 44 C.F.R. Part 18. Questions are due September 2, 2026 at 5:00 p.m. A non-mandatory pre-proposal meeting is scheduled for August 21, 2026.

Opportunity text

The City of Pasadena ("Pasadena") through its Department of Water and Power ("PWP") is issuing a Request for Proposals ("RFP") for one or more distributed generation renewable energy facilities ("Proposed Project"). Proposed Projects must be located within PWP service territory and must interconnect directly to PWP's electric distribution grid. PWP is seeking distributed resources larger than 200kW.

In 2023, the Pasadena City Council adopted Resolution No. 9977, declaring a climate emergency and committing to source 100% of the city's electricity from carbon-free resources by the end of 2030. This bold initiative positions Pasadena as a leader in climate action, surpassing state mandates and most voluntary targets set by other utilities and corporations.

To meet the Resolution No. 9977 goal and to fulfill energy procurement requirements of 100% carbon-free supply, Proposed Projects must meet the requirements of the California Renewable Energy Resources Program (Public Utilities Code, or PUC §§ 25740 et seq.) and the California Renewables Portfolio Standard Program (PUC §§ 399.11 et seq.). This RFP supports both Pasadena's 100% carbon-free goal under Resolution No. 9977 and PWP's compliance with California's Renewables Portfolio Standard ("CA RPS") as outlined in PUC § 399.30.

PWP is primarily seeking Projects with commercial operation or delivery start dates on or before December 31, 2028, with a minimum delivery term of 10 years. PWP will consider Proposals with delivery start dates later than December 31, 2028, or with alternative delivery terms.
