About this file

This is a Disqualification Disclosure form required by the City of Pasadena's Department of Water and Power (PWP) in accordance with California Public Contract Code Section 10162 for the Clean Power Pasadena Partnership Request for Proposals. The form requires prospective bidders to certify under penalty of perjury whether the bidder, any officer of the bidder, or any employee with a proprietary interest has ever been disqualified, removed, or otherwise prevented from bidding on or completing a federal, state, or local government project due to a violation of law or safety regulation. Bidders must check either "Yes" or "No" in response to this question, with instructions to explain circumstances and attach supporting documentation if the answer is affirmative.

The RFP seeks one or more distributed generation renewable energy facilities larger than 200 kilowatts to be located within PWP service territory and directly interconnected to PWP's electric distribution grid. Projects must comply with the California Renewable Energy Resources Program and the California Renewables Portfolio Standard Program to support Pasadena's commitment under Resolution No. 9977 to source 100 percent of the city's electricity from carbon-free resources by the end of 2030. PWP is primarily seeking projects with commercial operation or delivery start dates on or before December 31, 2028, with a minimum delivery term of 10 years, though proposals with later delivery start dates or alternative delivery terms will be considered.
