About this opportunity
The State of Colorado Department of Public Safety is requesting sealed bids on a Design/Bid/Build HVAC and lighting upgrade project at the Colorado Bureau of Investigation facility in Grand Junction, with bids due October 22, 2026 at 9:00 AM and a mandatory pre-bid conference on October 12 at 11:00 AM. The estimated contract value is $3,138,526 with an anticipated construction schedule from November 18, 2026 to September 1, 2028.
The scope encompasses replacement of HVAC equipment with an Alerton Building Automation System (BAS) — sole-source, no substitutions permitted — and comprehensive lighting system upgrades throughout the facility. HVAC work includes packaged rooftop units (manufactured by Aaon, Inc. only), condensing boilers (Lochinvar LLC only), hydronic piping and specialties, testing/adjusting/balancing, and controls integration. Lighting scope covers interior LED luminaires across multiple fixture types, exterior lighting, emergency exit signs, occupancy sensors, and lighting control devices. Extensive technical specifications address ductwork, piping insulation, natural gas piping, electrical wiring, selective demolition, and system commissioning with detailed functional testing and operator training requirements.
Bidders must demonstrate five years of operation under the same business name, documented experience on at least two projects exceeding $3 million, and bonding capacity up to $5 million. A bid bond of not less than 5% of total bid is required. The project is subject to Colorado prevailing wage (General Decision Number CO20260025, effective May 18, 2026) with rates ranging from $13.25 to $47.23 per hour plus fringe benefits. Colorado labor must comprise at least 80% of the workforce. All mechanical, electrical, plumbing, and related trade subcontractors must participate in apprenticeship programs with a documented record of graduating at least 15% of apprentices over the past five years. Payment and performance bonds of not less than 50% of contract value are required.
The project is also subject to the Buy Clean Colorado Act, requiring Environmental Product Declarations for eligible materials. Award is anticipated for October 27, 2026, with contract approval expected by November 11, 2026. Sealed electronic bids are submitted via the Vendor Self Service portal with a virtual public bid opening at 2:00 PM on October 22.
