This solicitation is restricted to New York State certified Minority/Women Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) only, with no subcontracting permitted.
The scope requires meal service for approximately 225 military personnel daily across four separate training periods: September 15–17, September 22–24, September 29–October 1, and October 6–8, 2026. All meals must accommodate vegetarian, Halal, and Kosher dietary options in quantities to be confirmed 30 days prior to performance. The vendor is responsible for food procurement, preparation in licensed commercial facilities, packaging, temperature-controlled transportation, serving equipment (chafing dishes, sterno fuel), and disposable wares (plates, bowls, wrapped utensil kits, napkins, condiments). DMNA personnel will handle serving, distribution, cleanup, and waste removal. Reusable equipment must be returned at a mutually agreed time.
Award will be based on lowest responsive and responsible bid, with per-person pricing quoted for each meal type and payment reflecting actual quantities delivered—no minimum or maximum guarantees apply. The vendor must maintain Commercial General Liability insurance of $1 million per occurrence / $2 million general aggregate, Business Automobile Liability of $2 million per occurrence, Workers' Compensation, and New York State Disability Benefits coverage. All contractor personnel require valid government-issued photo identification for facility access. Pricing must remain firm for the contract duration. DMNA reserves the right to cancel for convenience with two weeks' notice.
