The RFQ requests catering services to provide meals for approximately 225 military personnel daily across four separate training periods: September 15-17, September 22-24, September 29-October 1, and October 6-8, 2026. The vendor must deliver 2,700 bagged breakfasts by 0630 hours, 2,700 bagged lunches by 1130 hours, and 1,800 hot buffet dinners with setup by 1630 hours, totaling 7,200 meals. Quotes were due August 6, 2026 at 2:00 PM. The vendor is responsible for food procurement, preparation in licensed commercial facilities, packaging, temperature-controlled transportation, serving equipment including chafing dishes and sterno fuel, and disposable wares. All meals must accommodate vegetarian, Halal, and Kosher dietary options in quantities to be confirmed 30 days prior to performance.

This solicitation is restricted to New York State certified Minority/Women Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) only, with no subcontracting permitted. MWBE participation goals are 15 percent minority-owned and 15 percent women-owned; the SDVOB goal is 6 percent. Award will be based on lowest responsive and responsible bid, with per-person pricing quoted for each meal type and payment reflecting actual quantities delivered with no minimum or maximum guarantees. The vendor must maintain Commercial General Liability insurance of $1 million per occurrence/$2 million general aggregate, Business Automobile Liability of $2 million per occurrence, Workers' Compensation, and New York State Disability Benefits coverage. Pricing must remain firm for the contract duration, and DMNA reserves the right to cancel for convenience with two weeks' notice. Good afternoon, I have received some questions regarding RFQ #26-15. I have listed them below along with the answers I provided.

Q. I think this is the same project as the attached email, can you confirm? Do I need to resubmit?

A. Yes. It is the same project. Based on the overall estimated cost of the function, we are required to revert to a more formal process to solicit and obtain quotes. With that said, you may have previously submitted a preliminary quote to Capt Burke and will need to complete the RFQ 26-15 Response Form attached to the RFQ if you would like your quote to be considered for award.

Q. The RFQ states that the opportunity is limited to NYS-certified MWBEs and SDVOBs and that subcontracting is not permitted. Could you please clarify:

1. Whether the 6% SDVOB goal applies to this contract;

2. Where this requirement is stated in the solicitation documents; and

3. Whether bidders must submit an SDVOB utilization plan or any additional SDVOB documentation with their quotes.

A. We understand that this is confusing. When we post an ad on NYS Contract Reporter, we are required to enter a percentage goal. We always elect to enter our overall annual agency percentage goal.

Bidders are not required to submit a utilization plan.

This opportunity is ONLY OPEN TO SDVOB’S and MWBE’S.

Subcontracting is not allowed.

We encourage you to submit proof of your SDVOB certification along with the completed RFQ 26-15 Response Form. Please submit to ng.ny.nyarng.mbx.mnbf-dmna-bids@army.mil.

Q. The Scope of Work lists specific dinner entrees (baked chicken with rice and vegetables;

pasta with marinara or meat sauce; beef pepper steak with potatoes and broccoli) and sandwich varieties for bagged lunches. Please confirm whether these items define the required menu, or whether a vendor may propose entrees and sandwich options of equal or greater nutritional value that meet or exceed the stated specifications (e.g., baked chicken in Creole mailto:bonnie.j.kelleher.nfg@army.mil mailto:svea.k.cook.nfg@army.mil mailto:bonnie.j.kelleher.nfg@army.mil mailto:ng.ny.nyarng.mbx.mnbf-dmna-bids@army.mil sauce with rice and vegetables as the chicken entree). Our production menu satisfies all meal components, service windows, and dietary accommodations outlined in the SOW.

A. Develop and submit your quote based on preparing the entrees outlined in the Scope of Work. If your quote is selected, then you are more than welcome to discuss deviating from this but you must discuss it and obtain approval from the assigned point of contact for the event.

Thank you for your interest and support to the NYS National Guard.

***REMINDER***If you plan to submit a quote, please complete the RFQ 26-15 Response Form attached to the RFQ and ensure receipt in this office by Thursday, August 06, 2026 by 2:00 PM. You may do so by hand, U.S. Mail or email.

If emailing, please submit to: ng.ny.nyarng.mbx.mnbf-dmna-bids@army.mil.

Thank you.
