About this file

This file contains Question and Answer correspondence regarding RFQ #26-15 for catering services issued by the New York State Division of Military and Naval Affairs (DMNA). The solicitation requests catering services for approximately 225 military personnel at Camp Smith Training Site in Cortlandt Manor, Westchester County, across four separate training periods in September and October 2026. The vendor must provide 2,700 bagged breakfasts (delivery by 0630 hours), 2,700 bagged lunches (delivery by 1130 hours), and 1,800 hot buffet dinners (setup by 1630 hours), totaling 7,200 meals. All meals must accommodate vegetarian, Halal, and Kosher dietary options, with specific quantities to be confirmed 30 days prior to each training period. The scope of work specifies required dinner entrees including baked chicken with rice and vegetables, pasta with marinara or meat sauce, and beef pepper steak with potatoes and broccoli, along with designated sandwich varieties for bagged lunches. Bidders were instructed to submit completed RFQ 26-15 Response Forms by Thursday, August 6, 2026, at 2:00 PM via hand delivery, U.S. Mail, or email to ng.ny.nyarng.mbx.mnbf-dmna-bids@army.mil. The Q&A correspondence clarified that contractors will have access to on-site kitchen equipment for warming and cold storage as well as an ice machine.

This solicitation is limited exclusively to New York State certified Minority/Women Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs), with no subcontracting permitted. MWBE goals are established at 15 percent minority-owned and 15 percent women-owned participation, while the SDVOB goal is 6 percent. The Q&A clarification addressed confusion regarding SDVOB requirements, confirming that while the 6 percent goal reflects the agency's annual percentage objective, bidders are not required to submit SDVOB utilization plans but are encouraged to submit proof of SDVOB certification with their quotes. Vendors are responsible for food procurement, preparation in licensed commercial facilities, packaging, temperature-controlled transportation, serving equipment (chafing dishes, sterno fuel), and disposable wares. Award will be based on the lowest responsive and responsible bid with per-person pricing for each meal type, with payment reflecting actual quantities delivered and no minimum or maximum guarantees. Contractors must maintain Commercial General Liability insurance of $1 million per occurrence/$2 million general aggregate, Business Automobile Liability of $2 million per occurrence, Workers' Compensation, and New York State Disability Benefits coverage. All contractor personnel require valid government-issued photo identification for facility access.

Q. Will the contractor have access to any ‘kitchen equipment’ on site? This is not for the purposes of preparation and cooking but more-so for warming and cold storage of products that could require those aspects.

A. Yes

Q. Will the contractor have access to an ice machine?

A. Yes Thank you for your interest and support to the NYS National Guard.

I have received some questions regarding RFQ #26-15. I have listed them below along with the answers I provided.

Q. I think this is the same project as the attached email, can you confirm? Do I need to resubmit?

A. Yes. It is the same project. Based on the overall estimated cost of the function, we are required to revert to a more formal process to solicit and obtain quotes. With that said, you may have previously submitted a preliminary quote to Capt Burke and will need to complete the RFQ 26-15 Response Form attached to the RFQ if you would like your quote to be considered for award.

Q. The RFQ states that the opportunity is limited to NYS-certified MWBEs and SDVOBs and that subcontracting is not permitted. Could you please clarify:

1. Whether the 6% SDVOB goal applies to this contract;

2. Where this requirement is stated in the solicitation documents; and

3. Whether bidders must submit an SDVOB utilization plan or any additional SDVOB documentation with their quotes.

A. We understand that this is confusing. When we post an ad on NYS Contract Reporter, we are required to enter a percentage goal. We always elect to enter our overall annual agency percentage goal.

Bidders are not required to submit a utilization plan.

This opportunity is ONLY OPEN TO SDVOB’S and MWBE’S.

Subcontracting is not allowed.

We encourage you to submit proof of your SDVOB certification along with the completed RFQ 26-15 Response Form. Please submit to ng.ny.nyarng.mbx.mnbf-dmna-bids@army.mil.

Q. The Scope of Work lists specific dinner entrees (baked chicken with rice and vegetables; pasta with marinara or meat sauce; beef pepper steak with potatoes and broccoli) and sandwich varieties for bagged lunches. Please confirm whether these items define the required menu, or whether a vendor may propose entrees and sandwich options of equal or greater nutritional value that meet or exceed the stated specifications (e.g., baked chicken in Creole sauce with rice and vegetables as the chicken entree). Our production menu satisfies all meal components, service windows, and dietary accommodations outlined in the SOW.

A. Develop and submit your quote based on preparing the entrees outlined in the Scope of Work. If your quote is selected, then you are more than welcome to discuss deviating from this but you must discuss it and obtain approval from the assigned point of contact for the event.

Thank you for your interest and support to the NYS National Guard.

***REMINDER***If you plan to submit a quote, please complete the RFQ 26-15 Response Form attached to the RFQ and ensure receipt in this office by Thursday, August 06, 2026 by 2:00 PM. You may do so by hand, U.S. Mail or email.

If emailing, please submit to: ng.ny.nyarng.mbx.mnbf-dmna-bids@army.mil.

Thank you.
