About this opportunity

The West Virginia Departments of Health, Human Services and Health Facilities, Office of Shared Administration (OSA), Purchasing Division, is issuing a direct-award solicitation for card access relocation services at its Bureau of Medical Services facility in Charleston, with offers due October 9, 2026 at 10:30 a.m. EDT. This is a sole-source procurement, indicating the agency has determined only one capable vendor exists for this specialized service.

The scope covers installation of a comprehensive card access system at 2724 Pennsylvania Avenue, Charleston, including maglocks, door pull handles, and card readers at three entrance points (two glass front entrances and one hallway entrance); wire management and relocation of access panels and power supplies to the network room; system programming; fire alarm panel integration; and one-year warranty on all equipment and labor. Work will be performed during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) on a mutually agreed schedule.

A NewTech Systems quote dated September 1, 2026 provides baseline pricing of $7,423.42 for the complete project, with labor rates calculated at a 1.42 multiplier on material costs and equipment marked up at 1.44 multiplier. The quote is effective for 90 days from issue. The customer bears responsibility for designating a project manager, providing secure equipment storage, supplying 120-volt power and conduit, and performing necessary cutting, patching, and painting.

Interested vendors must submit supporting documentation demonstrating compliance with required qualifications and eligibility criteria to Roberta A. Wagner (Roberta.A.Wagner@wv.gov) with a copy to Bryan D. Rosen (Bryan.D.Rosen@wv.gov). The requisition number is ASSD HHR27*001.
