This is a sole source acquisition — only one vendor has been identified as capable of providing the required services.
The scope covers installation of a CASE security camera system with nine 8MP turret cameras to monitor exterior building areas, parking lots, doors, and back areas of the Berkeley County Department of Health and Human Services facility at 433 Mid Atlantic Parkway, Martinsburg, West Virginia; and expansion of an existing DSX door access control system to integrate two lobby doors currently using standalone keypads. The work includes a 20-channel 16 PoE port NVR with up to 2x12TB hard drive capacity, CAT 5e cabling with termination and installation labor, network integration and setup, a DSX two-door I/O controller, two proximity access readers, and 12 months of maintenance coverage for the camera system. Vendors must maintain valid West Virginia contractor licenses and comply with all state and local licensing requirements.
The contract is designated as a Fixed Period Contract with Renewals. Pricing is firm for the life of the contract. Vendors must accept payment by electronic funds transfer or P-Card and carry Commercial General Liability Insurance and Automobile Liability Insurance, each at minimum $1 million per occurrence. Construction contracts exceeding $25,000 require bid, performance, and labor/material payment bonds. The procurement is subject to 2 C.F.R. 200.317 through 200.327 federal compliance requirements, including Davis-Bacon wage requirements for construction work exceeding $2,000, debarment checks through SAM, Byrd Anti-Lobbying certification for awards exceeding $100,000, and EPA recovered-materials procurement guidelines.
