About this opportunity
The Colorado Department of Public Health and Environment (CDPHE) is soliciting proposals for operations and maintenance (O&M) services at the Captain Jack Mill Superfund Site located near Ward, Colorado, in Boulder County. This comprehensive environmental remediation contract encompasses management of two reclaimed capped surface waste cells, a subsurface in-tunnel water treatment system within the Big Five Adit, conveyance and dosing systems, settling ponds, and a planned external passive treatment system designed to treat acid mine drainage and mining-influenced water. Primary deliverables include a Contract Master Schedule, Start-Up Transition Plan, Sampling and Analysis Plan/Quality Assurance Project Plan, Standard Operating Procedures, Health and Safety Plan, Operations and Maintenance Plan, Data Management Plan, Emergency Action Plan, Optimization Work Plan, monthly status reports, and annual monitoring reports. The contractor must perform monthly mine pool and surface water sampling, maintain data loggers and monitoring equipment, operate and optimize the in-tunnel water treatment system, mobilize and operate a temporary active treatment plant, conduct site maintenance and security, and provide technical support for CERCLA-related tasks. Mandatory qualifications include Colorado Secretary of State registration in good standing, a Colorado Class B Industrial Wastewater Treatment Certification for the lead operator, five years of continuous Colorado office operations or completion of two Colorado projects within the past five years, documented operation and maintenance experience of at least one similarly complex facility within the past five years, and prior experience with CERCLA, Clean Water Act, and Colorado state agency projects. Proposals must be submitted electronically through the Rocky Mountain E-Purchasing System (BidNet) at www.bidnetdirect.com/cdphe or by hard copy to CDPHE's Mail Room at 4300 Cherry Creek Drive South, Denver, Colorado 80246-1530, with all submissions due by May 5, 2026, at 2:00 PM MDT (hard copy submissions must allow minimum two additional days for USPS delivery). A mandatory pre-proposal meeting is scheduled for April 13, 2026, at 10:00 AM MDT at the site location, with failure to attend resulting in proposal rejection. The evaluation committee will assess proposals based on mandatory requirements compliance, qualifications and experience, facility operations plan logic, cost reasonableness, and references, with potential discussions or best and final offer requests from selected offerors.
No specific set-asides for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other protected classes are identified in the solicitation documents; however, federal provisions require affirmative steps to ensure use of minority businesses and women's business enterprises on federally funded contracts. The current interim contractor, HDR, is performing portions of the O&M scope including environmental monitoring and database development under a separate remedial design contract for the external passive treatment system, though HDR is not identified as the incumbent O&M contractor. The contractor will assume responsibility for operating state-owned infrastructure and equipment provided by CDPHE, including components from the 2012 surface remedy, 2018 subsurface remedy, and EPA emergency response improvements completed between 2018 and 2020; however, the contractor must supply a backup generator and Automatic Transfer Switch, as the state does not own the interim water treatment plant, remote dosing systems, or associated equipment. The contractor must also assume responsibility for road maintenance and snow removal on California Gulch Road from Left Hand Canyon Drive to the site and on the dirt road accessing the NiWot 2 remote dosing system. The contract has an estimated annual budget of approximately $1,800,000, with a five-year total budget not expected to exceed $9,000,000 unless additional funding becomes available; funding is provided through a 90% EPA award and 10% state cost share via Colorado's Hazardous Site Remediation Fund (HSRF). The initial contract period runs from June 1, 2026, through May 31, 2027, with the State reserving the right to renew for up to four additional one-year periods, not to exceed five years total from the effective date.
